New technologies have integrated many operational sectors of armed forces which need now a personal with high level of qualification. Naomi Verdugo and Nehama E. Babin write in “The Impact of Advanced Technology on the U.S. Military”, that it is mandatory to adapt the skills of manpower to the requirements of new technologies. This requires special skills and deep knowledge to ensure the perfect running of different systems. Computers and networks, for instance, remain advanced technology which integrates the majority of telecommunication and combat systems .These tools have even changed the profile of the systems’ users from soldiers to operators. The need for qualified staff will also be important in the field of maintenance due to its decisive role to ensure the reliability of electronic and network systems especially in wartime.
