Children are our future. They will be the next presidents, teachers, scientists, etc. Providing them with the right education can shape who they will be in life. If our children aren’t learning, we should find out why. If our schools aren’t performing, help should be available. Education opens doors to children and leads to their success. Children who are being left behind must be identified and states will have the responsibility to provide the resources to teach every child how to read, to study, to learn and to succeed. Education helps people obtain the necessary life skills, behaviors, and common knowledge; further education and acclimation of different subjects are just as important. Unfortunately, the education system has many criticisms and concerns for American citizens. Being placed at 8th in literacy and 21st in math (The U.S. Department of Education’s National Center for Education Statistics 2013), people can see how schools need to improve and make the necessary steps to help children obtain the information in school and be better prepared for their grades in school. To help implement this objective, the No Child Left Behind Act (NCLB) was enacted. This paper will discuss the Social Policy known as the No Child Left Behind Act of 2001 focusing primarily on Homeless Children and Education under the McKinney-Vento Homeless Assistance Act. This act is a part of the NCLB which helps homeless children receive the same education as non-homeless children and youth do, and succeed in academics.

Although The McKinney-Vento Homeless Assistance Act is a program that guarantees education for the homeless youth population, many homeless do not receive the proper services they need because they are not aware of available resources (Heinze & Jozefowicz-Simbeni, 2009). Many homeless youths do not have a safe place to stay during the night or do not have any family or friends to rely on for support. In addition, approximately 7% of youth members in the United States are left without a home because of high dependence on an addictive substance or because they have been diagnosed with a mental health disorder (Heinze & Jozefowicz-Simbeni, 2009). Through Title VII-B of the act, it is intended to serve the youth who lack stable living conditions and “adequate nighttime residency” (The McKinney-Vento Act …). These children should have an opportunity to go to college and be able to help situations back at home and finish their college to get their degree. This idea of many being homeless expands to be something bigger but being to start off with something as little as giving free college tuition can make a difference . The amount of students who are or are in danger of becoming homeless has increase on our country over the years. Although society structured people to attend post-secondary school in order to receive a sustained career, there are some cases where college is simply too expensive. Many homeless students are not receiving a proper education due to these circumstances, which results of them dropping out. Because of this situation, there are different methods to combat students dropping out of college due to financial issues. No Child Left Behind (NCLB) is currently the educational policy in the United States. Prior to NCLB the educational policies in effect were “A Nation at Risk, in 1987 America 2000, and a few years later with Goals 2000” (Eisner, 2001, p.21). The current debates surrounding the No Child Left Behind Act of 2001 are both positive and negative. Many politicians and people that previously supported the Act are now standing against it. In the beginning many supported the new Act because everyone was aware that a change needed to happen in the education system and the proposal of No Child Left Behind seemed like the answer we were looking for. As the No Child Left Behind requirements began to be felt in the school systems across America and the assessments results started coming in, everyone took a step back and really began to look at the new law. The results were not what everyone expected, what was once considered an answer was now becoming the problem.
Rushton talks about the funding for the No Child Left Behind is being held back if the students don’t do well on the standardized tests. So if the students don’t do well on the testing the teachers are being affected in the way of how much they are getting paid, also affects the school districts funding. This is encouraging the teachers not to teach the way they should, but they are teaching in the way of let’s just make the students do well on the standardized tests. In this article Rushton talks about how the brain of the student learns. Rushton talks about how the pre-frontal lobe is responsible for the thinking skills, creativity, and also making judgments. For the students that are taking the standardized test they may not have this area all the way developed, and that could be one of the major reasons that the teachers are not make the criteria of the test scores. If that is happening should the teachers really be counted responsible for what the student is not learning? Teachers need to create the environment where the students can grow at their own independent rate. “Effective teachers support brain development by encouraging children to make discoveries in well-planned environments that support student autonomy” (Rushton 89). The NCLB provides the funding for the school districts that make the grades on the standardized test but the schools that don’t make the grade has a disadvantage because then the NCLB doesn’t give the funding to the schools. “Research has shown that the teachers employed at low-preforming schools often are less qualified teachers while the students may have less extensive academic preparation” (Rushton 91). The NCLB Act was signed by former President George Bush in 2002, which was created to improve student and achievement gaps. As students in a Structure & Philosophy class, one of the main components has been to introduce and familiarize us with the No Child Left Behind Act. President Bush passed this legislation on January 8, 2002. The NCLB Act was designed to ensure each and every student the right to a fair education, to give parents more options in their child’s education, and to guarantee all teachers are highly qualified. By highly qualified, the act means teachers must have at least a bachelor’s degree, have full state certification or licensure, and have demonstrated competence in their subject areas (US Dept. of Education).
With the number of homeless students on the rise, schools encounter new educational challenges that include: establishing and maintaining enrollment procedures that would not discourage school attendance; lack of teacher-training/awareness in the special needs of homeless children; the non-existence of a school transfer system for homeless children that would be least destructive to a child's education, while all the time not overlooking the basic needs of food, clothing, shelter, security and medical care that homeless families with children require immediately.
The No Child Left Behind Act, a federal social program that tries to encourages after school programs should be eliminated and the extra funds given to schools to decide where it goes.
