Shanghai is located in the Yangtze River Delta in Eastern China adjacent to Hangzhou, Wuhan, Jinan, and Qingdao province. The city is bisected into two parts: Puxi which is the older part of the city and Pudong, the newer developed part. It is the most populated city in China with a total population of approximately 24 million and it is also the most populated city in the world. As one of the four direct controlled municipalities in China along with Beijing, Tianjin, and Chongqing, it consists of 16 districts and one county over 6340 km² of land. The name Shanghai comes from two Chinese characters: 上shàng (above) and 海hǎi (sea), together meaning “upon the sea”.

Shanghai has a well-developed public transport system based on railways, metros, and buses, which makes Shanghai a one of the most popular tourist destinations all over China. Shanghai is also well known for its historical landmarks such as The Bund, City God Temple, and Yu Garden, as well as many both large and small art museums, which is why Shanghai is sometimes referred to as the artistic capital of China. As an international financial center, Shanghai is proved to be one of the most developed cities in the world. Statistic shows that “in 2011, Shanghai's total GDP grew to 1.92 trillion RMB (US$297 billion) with GDP per capita of 82,560 RMB (US $12,784)”.
Current Tourism Plan
Shanghai’s tourism activities are overseen by the Shanghai Municipal Tourism Administration (SMTA), whom directly reports to the Shanghai Municipal Government. Its main objectives are to regulate tourism activities in Shanghai, implementing trade policies, as well as promoting and encouraging travel industries.

...e tourists. The plan did mention that Shanghai will implement training programs but not all working class will participate since it takes up time and might cost money. Most service-related working class would probably rather work and earn money right now, rather than taking classes for the future.
Another major problem is that in order to be a “Four-Centers” city, Shanghai might increase the quality of the local community. China is known to have lower quality environment and citizens, and with the high density of Shanghai city, it is harder for them to control the quality. If tourists visit and does not leave with a good experience, the chances are that they will not come back for another visit, or they will tell their friends and family not to come. Shanghai has to come up with strategies dealing with the micro level of tourism and not only the macro level vision.
