Mission statements are meant to inspire and convey direction that the organization intends to stay on.”Through a mission statement, policies and procedures, a proper management style, and direction, criminal justice administrators attempt to ensure that the organization maintains its overall goals of crime treatment and suppression, and that it works amicably with other organizations and people” (Peak, p. 25). Mission statements are a written declaration that reflects the core purpose behind who the organization is and what they stand for. It encompasses the important elements and keeps people within the organization on the same page, defining what is important, the goals, and excludes the unimportant.
Each Police department across the nation serves the same basic duties which include (but not limited to); keeping the peace, protect and serve, deter criminal acts, enforcing the law, crime prevention, all while adhering to their ethical code of honor. While they may be similar in duties and responsibilities, their mission statements differ slightly. Those differences could be due to the differences in their communities. They each have things they value more and goals that suit their own departments. Having lived on the coast of Mississippi, Virginia Beach, Virginia and Greenville, South Carolina, I chose those three police departments mission statements to evaluate.
The Biloxi Police Departments motto is “Justice with dignity”, according to their mission statement they are “committed to providing the city with progressive, reliable and citizen-oriented police service in the most professional and timely manner possible” (BPD, ). Their professional commitment is as they are professional police officers they all adhere to the ethical standards of their profession and to place their concerns for the welfare of their community and the citizens of the town above their own personal concerns while doing their police services. They all go by the Law Enforcement Code of Ethics.
An article discussing the importance of a mission statement states that a mission statements’ job is to outline the organization’s unique purpose and establish the basis of its values and traits, as well as describe the attitude that is to be expected of those a part of the organization. Furthermore, this philosophical foundation sets the “tone” for physical actions, meaning that the content of the mission statement can determine the behavior of personnel (Hitt & Ireland, 1992).
Is it possible for all members of a police department to hold and support the same values?
A mission statement is important because it creates the general big picture of the company and every employee can relate to it no matter what their job within the company is. With a list of values and norms the Ivanovics create a level of expectation when it comes to attitude and behavior. If the owners follow the same values and norms as the employees, the employees will feel like they are a meaningful part of the business. This will allow the employees to feel more committed to their jobs.
A mission statement should define the organization, why they exist, who they are serving, and what products and services they offer (Aguinis, 2013). Aguinis (2013) includes eight components for a good mission statement. These components are products or services offered, customers being served, benefits to their products or services, technology being used, growth and profitability, managerial philosophy, public image, and self-concept of business by the employees and stockholders (Aguisis, 2013).
According to our book “Ethical Dilemmas and Decision in Criminal Justice,” we learn, as a class, about the different missions and responsibilities that law enforcement has. The book talks about two specific missions of the law enforcement which are crime fighting and public service. As a law enforcement, professional ethics should be honest and ethical. Although this, in the recent years, we have heard about some of these professionals that have been abused of their position. However, as a society, we should not believe that every person on the law enforcement career is the same. It is the reason why the organization exists. It is the duty of the board to ensure that the organization has a modern statement of what it is, represents, and does. The board also should periodically review the statement’s adequacy, accuracy, and viability. A mission focuses the organization and gives individuals the cause they are seeking.
All four departments strive for the same thing, but they also have their own agenda. Preservation of life and property. “Organizations, including police departments, by their nature exist for a purpose.” (Cordner, p.47). The Spokane police department shares similar visions with Portland and the Houston police departments. What differs from Spokane then the other departments is their drive to promote a positive work environment, by mentioning this goal in their mission statement. The Portland police department does mention similar visions in their mission statement that is the same as the others, but what is different from with Portland is their focus on life. Not only life, but making sure that it counts for something and preserving life. The
Police Officers are members of Law Enforcement whose primary responsibilities are to protect citizens and their properties, deter crime while ensuring the rights of equality and justice for all (8). It is the responsibility of Police officers to deter crime in an ethical manner by adequately patrolling their assigned beats and promoting public relations on a persistent basis. Police officers are compensated to uphold the law by removing the freedom, reputations and lives of those whom violate or attempt to violate the law (5). There will always be a mix values, morals, ethics, discrimination, and cultures in big organizations like a police department. Each person will have their own individual beliefs that will sometimes clash with what others believe, for example, one officer could have the belief that the use of deadly force and using their gun is always the right thing to do and other officers can have the complete opposite and think using your gun is never the right choice. Especially when it comes to the police force there is always rumor that there is severe discrimination and that certain races and ethnicity are targeted for crimes and arrests, All organizations will need to be able to balance and maintain all the different ethical belief’s their officers have but make sure they can still follow their department code of ethics. Making sure the officers can maintain their moral beliefs and values but still follow the police department’s code of ethics is crucial. A police department’s code of ethics is usually separate from the formalized set of rules and regulation learned during the academy. Since the founding of this country, to the wild west, and up to the present, the agenda of the policing bodies have been clear: to uphold and enforce the laws of our society. Of course the way they do this today had undergone changes from the first police forces of early America, law enforcement has seen trends come and go.
Honolulu Police Departments’ mission is establishing a law enforcement system based on constitutional rights for all people that also promotes a high degree of respect across the public and police officers. This provides for an expeditious apprehension for those violating the law. The department also focuses on maintaining meaningful and effective complaint procedure systems (Phillips & Land, 2012). The department seeks to enhance public confidence in terms of trust and support for its respect, fairness, and integrity, especially its employees and officers.
