Agricultural information to rural communities and poor farmers is important to ameliorate their standards of living, such as market information, land resources and services, management of pets and diseases, rural development programmes, etc. Extension agents are the connecting bridges between the agricultural researchers and farming communities. Their duties require them to become involved in communication with researchers and farming communities. Alsuraihi & Bashraheel (2013) mentioned definition for Information and Communication Technologies as “ICT refers to technologies that provide access to information through telecommunications. It is similar to Information Technology (IT), but focuses primarily on communication technologies. This includes the Internet, wireless networks, cell phones, and other communication mediums.” ICT has been used by many organizations to improve services, such as education, healthcare, and economic, agriculture (Rau et al., 2008; O’Neill & Brady, 2012; Luxton et al., 2011; Vignare, 2013). In agriculture, ICT promotes distribution of up-to-date and existing agricultural information and knowledge in the agricultural communities (Swanson and Rajalahti, 2010). Xiaolan & Akter (2011) stated that using ICT to deliver extension services improved the amount, quality, and the speed of services to farmers. Computers, simple phone, smart devices (smartphone, tablets, etc.), and the Internet have advanced numerous methods that extension agents can use to communicate and educate farming and rural communities. Extension agents can use a simple phone to communicate and answer farmers questions by phone calls or send (SMSs) messages. Extension agents and farmers have used mobile phones to connect and communicate, and phones technologies have made the communication with farming communities easier which help to reduce the time to receive the information (Vignare, 2013). Using the cell phone between extension agents and farmers increase extension agents contact and farmers’ production (Bolarinwa & Oyeyinka, 2011). Many researchers have explained some mobile phone application may be used to help improve agriculture extension services, such as educate and increase farmers knowledge, provide information about market, and collect farmers’ data (Egbule, 2014; Donner, 2009; Dillon, 2012). Egbule et al., (2014) showed in the study by using mobile phones by public extension agents to deliver information to farmers in Nigeria; in this study, extension agents communicate with farmers by phone calls and short message services (SMSs). In the same study, extension agents used mobile phones to send information about availability of new crop varieties, and available markets for sale of crop produce. In addition, mobile phones have been used by extension agents to provide information about markets. For example, Donner (2009) shared some services that use mobile phones to communicate with rural farmers, and one of the services is offering market information.
