Legalization of Marijuana in Uruguay "Someone has to be the first" said José Mujica, president of Uruguay (“Uruguay”). On December 12, 2013. After a long debate, Uruguay became the first country to legalize selling and harvesting marijuana (Reyes). All sights are set on this small country in the east of South America that has authorized the drug (“Uruguay”). The rest of the Latin American countries are seeing whether legalizing the drug will solve all the problems occurring because of it. The Senate approved 16-13 votes for the bill to be legalized. The people of Uruguay, after hearing the news, went out to the streets celebrating the legalization of weed and it is said that all the shops sold out of it that day (Antunes). Although the legalization of cannabis in Uruguay can have a few health risks, there are also many health and safety benefits for the people of the country. Around the world many people argue that legalizing cannabis will change the human brain in certain ways, and studies show it does. Marijuana can cause various brain abnormalities as well as affect fertility. Heavy use of marijuana can lead to memory loss and brain abnormalities. The ingredients in marijuana affect the hippocampus, making it difficult for the brain to process and form congruent thoughts. Studies examined a group of people from ages 17 to 23 and measured their IQ before and after the use of marijuana (Rey et. al). On those individuals, the results showed the people who would smoked more than five joints a week had their IQ lower by an average of four points. Additionally, various data demonstrated that smoking marijuana lead to a worse performance at school, including having a worse attitude and a bad attendance (Rey. et. al). Although most public information on drugs is funded by anti-drug organizations, hopefully we will still learn the true facts about marijuana. The brain is the most complicated part of the human body. I will begin by explaining certain parts and their functions. In doing this I hope to give a better understanding of our brain while implicating the possibilities of chemical induced complications “The brain with its 15 billion neurons and nerve cells operates using chemical and electrical messages” (Swanson, 1975).1 This is how we perceive our senses. Differences in the way our brain translates these messages can impair perception.

Marijuana has long been the subject of many heated debates and political platforms. With lack of un-biased materials on marijuana, it quickly became victim to publications and political propaganda in the early 1900s. Richard Isralowits writes, “Publications from the period had such titles as Marijuana-Sex Crazy Drug Menace, Marijuana-The Weed of Madness, and Marijuana: Assassin of Youth”(Use of Marijuana,105). Surely in this modern age and heightened public awareness our marijuana laws, drafted in a time of extreme bias, have got to be obsolete. Although many people still have strong opinions against the legalisation of marijuana, after review of current un-biased studies and reports they will find that this is not the case. In our society today, a big debate has emerged. People are squabbling, arguing, deliberating and discussing on whether Marijuana should be legalized. In 2001, Drug decriminalization in all drugs, including cocaine and heroin, became a nationwide law in Portugal (Greenwald). Ethan Nadelman, essayist of “Think again: Drugs,” states his side of the story on the continuing criminalization of hard drugs, in which he stand to oppose. Whether it is for the good of human rights or not, decriminalizing drugs may be a good head start for a new beginning.

The most common arguments for reforming current legislation are the following: enforcement wastes public resources, taxation can provide a new source of revenue, and enforcement of current laws is discriminatory (Dionne and Galston). It is necessary to look at the impact on the primary stakeholders by analyzing the various harms and benefits through application of the ethical theories of utilitarianism and deontology, in order to determine the solution that will result in the best possible outcome.

But there 's a growing literature, and it 's all pointing in the same direction: Starting young and using frequently may disrupt brain development." (Weiss). As she acknowledges the fact that there is a “growing literature” when it comes to marijuana use and its effects, she also admits the new research is all leading to the same conclusion, frequent use and starting young may disrupt normal brain development. The government and other private institutions are funding and researching these unknown effects.
