The overall aim of this research is to explore historical and contemporary discourses of social policies of identity, assimilation, multiculturalism and sense of belonging in relationship to the ‘practices of the everyday’ (Lewis 2004) and to explore how the individuals make sense of their world through and by their experiences and practices of it. I will particularly focus on the area of language learning as a part of identity formation to find out how participants are involved in the act of making their language learning possible in spite of all the challenges. By this I mean not to reveal what 'really' happens, but rather to analyse participant's accounts in relation to the political discourses surrounding language, assimilation and community cohesion. Duke (2002: 42) argues taking a qualitative route in relation to researching social policy is essential when trying to 'delve into parts of the policy process which quantitative methods cannot reach. They have the potential to explore innovation, originality, complexity, interactions, conflicts and contradictions'.
This research is, therefore, an attempt to find answers to the problems and predicaments related to English language learning under different political agenda and to demonstrate how these varying determinants had an effect on the process of language learning and identity formation of Gujarati women in the diaspora.
THE CONTEXT OF RESEARCH:
It is important to contextualise the process of identity formation of Gujarati women with what was happening in Britain in regard to race relation at both the time of their arrival and the various stages of settlement since. Thus on one hand, the government is stressing the importance of English language learning, on the other hand, the funding for the programmes that provide language training is being cut. There is no doubt that how the migrant women learnt/learn English is shaped by these policies which had/have direct impact on their learning. This research aims to highlight the discrepancies in the policy doctrines and their implementation by comparing the impact of the policies on the process of English language learning of Gujarati women under different political regimes. It focuses on how identities are shaped as an outcome of the political agenda by the qualitative study of the learning journeys of Gujarati women in London.

Language is an important part of who we are. It influences the way we think and behave on a great scale. However, sometimes it is forced upon us to go in different directions just so we can physically and mentally feel as if we belong to the society in which we live in. Just as we see in Amy Tan’s “Mother Tongue” and Richard Rodriguez’s “A Memoir of a Bilingual Childhood”, both authors faced some challenges along the way by coping with two different languages, while still trying to achieve the social position which they desired.
In the article Mother Tongue, Amy Tan indicates that American immigrants have limitations on speaking English and emphasizes the fact that different language styles interpret people’s unique identities. Tan’s personal experiences show that mother’s “imperfect” English influences her for a life time, and even changes her writing languages.

In the article “Transgression into ‘Hidden’ Feminism: Immigrant Muslim Woman from India”, Shweta Singh discusses her argument on “hidden” feminism. Teachers who work with English Language Learners know that academic language takes longer to achieve proficiency in than does conversational language. On average, ELL students need at least two years to achieve conversational language and, five to nine years to develop academic language proficiency. Many English words ELL students are exposed to in school, they have not yet learned or even heard in their first language, which makes transference of knowledge impossible. The vast differences in the ability to use conversational versus academic language can be a hindrance to these students and have lasting effects on their academics and therefore, their lives.

If we read the essay without having studied speech communities, as our class has, we probably wouldn’t have made any connection to speech communities. At first, none can recognized the implications of the differing speech communities that Bharati and Mira decided to join upon their arrival in America rather an exposure to different sense of belongings. Bharati explains in India she and Mira were “almost identical in appearance and attitude”. However, in America, Bharati chose to marry outside of her ethnic community, and therefore entered into an entirely different speech community from her sister Mira, who married her ethnic equal and maintained her membership within her Indian culture’s speech community. Because Mira decided to preserve her Indian heritage and lifestyle, she did not desire to become assimilated into American society, but instead wanted to maintain her own identity as an Indian immigrant working in America. To commence this discussion, it is first essential to establish an understanding surrounding the role of language in relation to national identity. Theoretically, the more power language has in this relation, the more powerful language planning may be when creating a national identity. However, the role language plays in this respect is somewhat problematic to define and has proven to be a debatable topic among nationalists, sociologists and sociolinguists.
