Throughout the years, the Juvenile detention has suffered from an identity crisis so severe that it seems to be relinquishing its ability to help youth. The United States still puts more children and teenagers in juvenile detention than any other developed nations in the world. As it turns out, it seems to be hurting our youth more than helping them become better for society. The juvenile detention is a really unfavorable strategy for many youths under the age of 19. Not only does throwing a kid in detention often reduce the chance that he or she will graduate high school, but it also raises the chance that the youth will commit more crimes later on in life. Being placed in a juvenile facility does not seem to be as helpful as some perceive it to be. The question is why? why are tenagers being sent straight to juvenile detention?. There are other ways to help an adolescent, but some just decide to put them in a facility. Juvenile facilities will not work for most teenagers because, a troubled teen is only being mixed with other troubled teens, who will eventually make influence them with more negativity. Compared with other teens with the same background of disorder, teenagers that enter the juvenile-justice system were seven times more likely to be arrested for crimes as adults than teenagers. As much as we want to trust our children, we cannot place our trust in the unknown, that is, those who take advantage of and exploit our children. Gangs, drugs, violence, reckless sexual practices and predators are real and present dangers. It is up to parents not only to observe and intervene at the first sign of a problem, but also to create a loving, communicative environment where our children develop the self-confidence and strength to withstand such destructive enticements. Violent video game playing is correlated with aggression, but its relation to antisocial behavior in correctional and juvenile justice samples is largely unknown. Based on a data from a sample of institutionalized juvenile delinquents, behavioral and attitudinal measures relating to violent video game playing were associated with a composite measure of delinquency and a more specific measure of violent delinquency after controlling for the effects of screen time, years playing video games, age, sex, race, delinquency history, and psychopathic personality traits. Using pertinent theories of juvenile delinquency, this policy proposal will first highlight areas in the Illinois Juvenile Justice system that are in need of updates and modifications and secondly identify specific changes to be made in the current system. Through the application of rational choice, social control and strain theories along with an analysis of current research in the field, the submitted proposal will present one key policy change that may further reduce the number of juvenile delinquents both now and in the future. The suggested change will include the creation of the Department of Juvenile Outreach, an extension of the city's ongoing efforts at rehabilitation of juvenile offenders. This policy proposal will take into consideration social disorganization and subculture theories to explain juvenile delinquency further. The creation of the Department will coordinate and facilitate community programs and social services aimed at targeting juveniles at-risk of offending or even re-offending. For the purposes of implementation, this policy will also include budget and personnel requirements as well as different measures to evaluate the effectiveness of the suggested changes in reducing criminal activity among juveniles in Illinois and possibly even the United States.
When our thoughts turn to the criminal justice system it is only a natural instinct to assume everyone associated with policing, courts, and corrections will have to deal with juveniles sometime in their career. Young people in today’s society can be so easily influenced by social situations, peer pressure, and family members. The courts in the United States are faced with difficult decisions on a daily basis. The quagmire of placing juveniles in adult facilities is the risk factors juveniles may experience while incarcerated. Being that juveniles are young and smaller to the adult offenders, they may be seen as a prey or easy target for rape, assault, mental issues which eventually leads to suicide. We must keep in mind that juveniles are youth meaning they are still a child, not an adult and should not be exposed to adult incarceration environment. Although it is cost saving to place juveniles and adults under one facility, it is unethical because they are not built and yet mentally ready and prepared to experience adult facilities. Alternative strategies are available to assist juvenile detainees such as healthcare, education, recreation, and work experience. Justice has always been the goal of our court system, but it is not always served, especially in cases involving juveniles. The judiciary process has evolved from a system that did not initially consider juveniles, to one where juveniles have their own court proceedings, facilities, and even rules or laws. The juvenile justice system has come a long way, and people have worked very hard in its creation. A juvenile is considered to be an individual, under the age of 18, resembling an adult. However, resembling an adult does not always mean that juveniles will have an adult mindset. Thus, juveniles may need extra attention to help get their lives on track. This paper will analyze various ways involving juveniles and correction facilities and programs.

In 1899, the nation’s first juvenile court for youth under the age of 16 was established in Chicago to provide rehabilitation rather than punishment. By 1925, following the Chicago model, all but two states had juvenile courts whose goals were to turn youth into productive citizens utilizing treatment that included warnings, probation, and training school confinement(Cox et al. 2014, p.2). Treatment lasted until the child was “cured” or turned 21. Although judges spoke with the offending children and decided upon the punishment, the lack of established rules and poor rehabilitation led to unfair treatment. In 1967 “ U.S. Supreme Court case of In re Gault held that juveniles were entitled to the same constitutional due process rights as adults, beginning a national reform in juvenile justice and the system was repaired to afford children many of the same rights that adults have in court” (Cox et al. 2014, p.4). Also, state legislatures passed laws to crack down on juvenile crime, as recently, states have attempted strike a balance in their approach to juvenile justice systems as research suggests that locking youth away in large, secure juvenile facilities is ineffective treatment towards different genders in which it doesn’t provide appropriate rehabilitation.
The adult system’s shifts leaked into the juvenile system, causing an increase in incarcerations even when delinquency rates were declining at the time. Juvenile reform legislations prompted more compulsory sentencing and more determinate sentences for juveniles, lowering of the upper age of juvenile jurisdiction, considerable ease in obtaining waivers to adult court for juvenile prosecution, and made it easier to gain access to juvenile records as well. Furthermore, it led to greater preoccupation with chronic, violent offenders, which in turn led to a redirection of resources for their confinement. Thereby, the absence of reliable criteria for identifying such offenders tends to stereotype all delinquents and is more likely to raise the level of precautionary confinements. These three major shifts in juvenile justice policy demonstrate the power and depth of traditional beliefs about the causes and cures of crimes in U.S. society. They should not be in adult prison but instead in juvenile facilities where they can be rehabilitated”(Bechtold). This might be linked to the color of skin of a kid because judges think they are dangerous. “Out of all the juveniles, 32.1 percent of them in adult prisons reported being attacked with a weapon while being incarcerated. The adjustment from incarceration to society causes a series of problems, making rehabilitation difficult. When the juvenile’s leave home to be detained, all ties with society, the support systems they had, the gangs they associated with, school they attending are no longer in close proximity, which is essential for successful rehabilitation (James, Stams, Asscher, Katrien De Roo & van der Laan 2012). Another problem association with the reintegration is that juveniles are in a particularly fragile state in that they are not only transitioning from society to detention, but from adolescence to adulthood, both of which are overwhelming adjustments. The dilemma of juvenile incarceration is a problem that thankfully has been declining, but still continues to be an ethical issue. The de-incarceration trend has coincided with a decrease in crime. Hundreds of youth under the age of 16 are incarcerated at the Department of Juvenile Justice in New York City. The majority of these young people locked up do not pose a threat to society because they are convicted of non-violent, low-level offenses. If these are low-level offenses, why are these young individuals being sent to juvenile centers? Well, rather than employing traditional disciplinary measures for minor discretions such as detention or counseling, faculty members are instead using drastic methods such as suspension, expulsion and law enforcement to punish the youth. This funneling of students out of school and into the streets and the juvenile correction system is known as the “School-to-Prison-Pipeline.” This cycle deprives the youth who are in poverty, of meaningful opportunities such as an education and a future.

The United States, a country who has prisons filled with juvenile delinquents. Many of the offenders are arrested for status offenses, but there are also offenders who are incarcerated for serious crimes. Are these offenders getting the treatment needed to succeed after their release? Are the punishments in the juvenile detention centers creating more problems? Is the juvenile justice system addressing the needs of those juveniles participating in the system? The answer to these questions will be answered from viewing three separate documentaries on the juvenile justice system.
