Wikipedia estimated that in 2014, the number of smokers reached the peak of over 1 billion people, about 20% of the world population, and expectedly keeps increasing in the next years. This means India or tobacco exporting countries is having good chance to boost their industry. However, the situation does not seem that simple as any coin has its two sides. Feb 6, 2001 India Government implemented a decision that became a debate among stakeholders due to the conflict of interest issues. Banning cigarette advertising is more likely a hard decision that involves the ethic in management: Profit or Public Health Protection. India with her long tradition in chewing tobacco has become one of the major countries after China and USA in producing cigarette to the world. Statistic on Indiamirror.com shows that ‘India today holds a meager 0.7% share of the US$ 30 bn global trade in tobacco, with cigarettes contributing for 85% of the country 's total tobacco export and the Indian tobacco market generated total revenues of $9.9 billion in 2007’. This industry also provides job for millions people. Does that mean, the more people smoke, the more profit would flow into the economy? If the managers ignored the health factors, what they would have done is to intensively promote their advantage in producing cigarette but the ethical fundamental did not allow them to do that. Smoking is one of the main reasons causing lung cancer and respiration related diseases. Cigarette smoke also causes bad effect to children and pregnant women. So which one is weighted more in the scale of justice? Money or People? And, Indian Government decided to put its citizens on the top priority, saying no to tobacco promotion.

... not the key to solve smoking related problems. My idea is to allow tobacco companies advertise their products in certain places and in only banner, or sign form. For example, they can put their advertisement boards along the high way (away from city center) or at the airports. Each company will have right to put a limited number of signs and will have to follow rules in line with content or image. There should be also a warning line, clearly printed forming the consumers the harm of smoking cigarette to their health, like smoking can cause lung cancer or smoking cigarette might cause breathing trouble to your children, etc. As for commercial on TV, there will be a restrict in the length and time, for examples, no advertisement exceeds 10 seconds or is allowed to appear by 10 pm (avoid the “golden hours” – when the children or family normally gather around the screen.
