Educational laws are enacted due to societal and economic changes, along with the regularity of updated and new research. Also, a continuous flow of new generations entering the education system, with significant needs, calls for reform. Therefore, integration and inclusion in classrooms, a quality education and qualified teachers, national programs and education funding must to be tackled directly and frequently (Gargiulo, 2012). Many educational programs are intended to meet the essential demands of special education students, economically underprivileged and minority students. These programs are essential in order to provide all United States citizens with equal opportunity for a quality education (Madaus & Shaw, 2006). Moreover, the Supreme Court is involved with educational reform because all states have test scores that express students in the same grade across the nation are at different proficiency levels in math and reading. IDEA has provided families options to finding adequate schooling and learning environments that could provide special educational needs. Addressing challenges due to a learning impairment, mental and physical disabilities, families are offered private tutors, and other children with more severe impairments would most likely be institutionalized and placed into facilities with other individuals for mental disorders. Without IDEA children with disabilities may be deprived of receiving an adequate education, and drop out because they weren’t grasping concepts and failed to process new useful information.
