Surprisingly numbers of inmates in prisons are for non-violent drug related charges. They are removed from the society and locked up in prison/jail without getting any drug addiction treatment. After they are released from prison or jail, they face several challenges, such as no job, broken family and no family support, no adequate housing or homeless, and mental health issues. These challenges without addiction treatment never brake their cycle of going to prison. Prison becomes their primary place to live because they never learn to survive in society. Most of the former inmates tend to have limited job skills and poor employment history. When coupled with a criminal record, these deficits can lead to exponential challenges in finding or keeping a job (Batastini, Bolanos, & Morgan, 2014). Employers are reluctant to hire people with drug addiction and criminal record. I feel it should be the state’s responsibility to release inmate/people in better condition than they came in jail or prison. This involves teaching them about making better choices about their life during rehabs in prison. Some colleges and Washington State Department of Corrections are looking into broaden educational available to prisons. Community colleges will build the bridges for inmates to successfully re-enter communities. These students can earn GED certificates, vocational certificates and associate degree. The Washington State Department of Corrections (WA DOC) houses, feeds, clothes, and provides a variety of programs for more than 17,000 incarcerated men and women in the twelve state prisons (Washington Department of Corrections, n.d). The principle purpose of this, engaging inmates in work related training and education will create a safer and more successful treatment model of rehabilitation. Within our society, there is a gleaming stigma against the drug addicted. We have been taught to believe that if someone uses drugs and commits a crime they should be locked away and shunned for their lifetime. Their past continues to haunt them, even if they have changed their old addictive ways. Everyone deserves a second chance at life, so why do we outcast someone who struggles with this horrible disease? Drug addiction and crime can destroy lives and rip apart families. Drug courts give individuals an opportunity to repair the wreckage of their past and mend what was once lost. Throughout this paper, I will demonstrate why drug courts are more beneficial to an addict than lengthy prison sentences.
As offenders are diverted to community residential treatment centers, work release programs and study release centers, the system sees a decrease or stabilization of the jail population. While the alleviation of overcrowding is a benefit it is not the only purpose of diversion. A large majority of crimes are committed while under the influence of drugs or alcohol. Studies have shown that more than half of all individuals arrested in the United States will test positive for illegal substances (NCVC, 2008). Efforts to reduce crime through incarceration usually fail because incarceration does not address the main problem, the offender’s substance abuse.
Once these individuals in rehab serve there sentence the majority of them, won’t look straight to the next opportunity to get high, but the next opportunity for a better future after being encouraged in rehab to accomplish something in life, compared to someone’s attitude coming out of prison. Restorative justice is a criminal rehabilitation system that aims to reduce recidivism rates. In Minnesota and Vermont, restorative justice programs have been implemented as a rehabilitation tool, rather than abolishing imprisonment. The main idea is that offenders could benefit from reduced sentences by completing programs (Immarigeon, 1995). Drug rehabilitation is one of the programs that have been proved to be effective on reducing recidivism rates. The programs include the “in-prison treatment” , “the work release program” and aftercare program. The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.
These are just some of the things that do not receive support and are more prone to relapse behavior than those in recovery programs. There are many ways to lower or prevent recidivism. Released prisoners need to comprehend that the prison life is not the only option for them. There are so many options and treatments that could be successful if they would only keep an open mind and are aware of what’s out there. During their time in prison they do not get to choose where they live or what kind of job they are assigned to. They need to try to live a better life when they get out, not just for the people around them, but for themselves and their families. They can move forward if they would just follow the simple rules, take advantage of the resources or programs that is being provided to them. Many courts are in forcing drug and alcohol treatment to reduce recidivism rate to try to break a pattern of habits. The treatment consist of them attending classes which offers substance treatment services for some period of the day and return home each evening until the next treatment unfortunately many of them refuse to continue to attend the treatments and relapse into criminal behavior. The link between drug use and crime is not a new one. For more than twenty years, both the National Institute on Drug Abuse and the National Institute of Justice have funded many studies to try to better understand the connection. One such study was done in Baltimore on heroin users. This study found high rates of criminality among users during periods of active drug use, and much lower rates during periods of nonuse (Ball et al. 1983, pp.119-142). A large number of people who abuse drugs come into contact with the criminal justice system when they are sent to jail or to other correctional facilities. The criminal justice system is flooded with substance abusers. The need for expanding drug abuse treatment for this group of people was recognized in the Crime Act of 1994, which for the first time provided substantial resources for federal and state jurisdictions. In this paper, I will argue that using therapeutic communities in prisons will reduce the recidivism rates among people who have been released from prison. I am going to use the general theory of crime, which is based on self-control, to help rationalize using federal tax dollars to fund these therapeutic communities in prisons. I feel that if we teach these prisoners some self-control and alternative lifestyles that we can keep them from reentering the prisons once they get out.
