Since the demand of traffic is increasing rapidly and bringing a lot of pressure for the city capacity, one of the major focuses of improving urban transport system in Kuala Lumpur has always been constructing more roads and highways, which not only appears to cost much time and money, but also triggers a series of problems, such as congestions, house demolition and removal, and noise pollutions. Actually, the poor transport system is a consequence of mixed elements, including lack of guidelines for drivers’ behaviors, low-quality services of public transport and lack of regulations on purchases of private cars. Therefore, constructions alone cannot simply solve the problems, and construction policies should come with adaptations and restrictions in relevant fields. For example, imposing restrictions on the maximum amount of vehicles each household is allowed to have, strengthening traffic control during peak hours, and setting stage taxes for fuel, may all contribute to controlling the amount of private cars and reducing traffic volume. In addition, improving public transport facilities, adjusting routes and timetables for buses and rails, and increasing bus shifts in busy hours may attract more passengers to public transportations. Moreover, more and more traffic accidents are taking place because of the increasing of motorcycles. The behavior of the riders such as over-speeding, illegal lane-changing and not wearing a helmet are bringing much hidden danger to the traffic in the city. Although there are several challenges in the current transport planning of Kuala Lumpur, the prospect is still optimistic. The financing strategies and construction project have begun to bring profit to the public transport companies and improve the performance of urban transport system. Moreover, the government of local and federal are participating more positively, providing more opportunities for the system and policies to improve.
In conclusion, given the fact of the low ridership of public transport and continuous increasing number of private vehicles, the existent polices of the local government still needs to be adjusted, and complemented with other regulations involving market, legal and social methods.
