Standard 4 Systematic Improvement of the ISTE Standards for Administrators focuses on continuous improvement throughout the implementation of technology into the curriculum. This standard emphasizes the long-term implementation of technology by providing key indicators that school leaders must focus on, to ensure the survival of the technology initiative that the school system is working towards. Key points of emphasis for administrators include leading purposeful change, collaboration, recruiting and retaining qualified personnel, establishing community relations and partnerships, and forming a stable technology infrastructure to support the short-term and long-term goals of the technology plan.
Within a school that operates on a strict budget it is extremely important to make the most of limited resources. When any technology systematic improvement plan is being implemented, school leaders must carefully evaluate the plan and make sure that all parties involved understand the outline and the purpose of the plan. Change must have a meaningful purpose, and it must be supported by comprehensive data that shows the plan can successfully benefit the students. The intended technology resources that the school chooses to implement must be proven to be effective through careful analyzation and assessment of data. The cost versus reward of the improvement plan must also be carefully considered, to ensure effective use of available resources. For example, if a school plans to initiate a 1:1 device plan, the school needs to be able to easily explain the intended learning outcomes that will be achieved and how the learning outcomes will be measured. In summary, school administrators who wish to implement systematic improvement of technology must lead purposeful change, collaborate with all stake-holders, recruit/retain qualified personnel, establish effective partnerships with the community, and create a stable technology infrastructure so as the ensure a strong foundation is in place to help the school achieve intended outcomes.
