Introduction In this essay, the policy of Increasing The Use of Low-carbon Technologies will be taken as a case-study to identify the key actors, institutions and ideas in environmental policy and how they impact on policy processes and the outcomes. 1.1 Background ‘Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia. The atmosphere and ocean have warmed, the amounts of snow and ice have diminished, sea level has risen, and the concentrations of greenhouse gases have increased.’(The United Nation) Globally, people are facing the issue of climate change and controlling the emission of greenhouse gas is believed to the key to tackle the problems. In 2003, with the publish of Energy White Paper, the concept of low carbon economy was first brought out by the British government, a clear goal of 60% carbon-dioxide emission cut by 2050 was set. Since then, the UK aimed to achieve the goal of low carbon economy and series of development policy and plans were produced with great concern about low-carbon issues. A target for the UK to achieve was set out in the 2009Renewable Energy Directive as 15%(up from 3%) of the energy consumption from renewable sources by 2020. For the UK, it is only possible to achieve that goal by changing the way of energy generation and use for electricity, heat and transport. 2. As the firms have to pay extra costs of what they produce and emit, they have to clearly bring sustainability as the main target of their businesses in order to reduce their emissions. Not doing so, will drop the profits in their business as they have to pay the price for extra emitted carbon. Further it will bring down their reputation from those companies in the market whose carbon labelling will be better. Thus they will have no choice but to take actions. They have to bring sustainability to the core target of their firm. On other hand, it would engage the thoughtful attention of every household and enterprise to the effort to reduce emissions.[6] (Repetto, Cap and Trade is Better Climate Policy than a Carbon Tax, 2013) Each emitter, direct or indirect, would face higher prices for fossil-based energy and for energy intensive goods and services. Each one would then be motivated to find ways to minimize those cost increases in the least onerous way. All the resourcefulness and creativity that the economy and population can muster would be engaged in the effort, not because of environmental commitment or citizenship but because of economic self-interest. Although a large majority of Americans believes that greenhouse gases should be reduced, that alone has not been enough to motivate their actions on nearly the scale required. Values must be supported by economic self interest which is present in the cap and trade policy.
Climate change is on the international policy agenda primarily because of warnings from scientists. Their forecasts of a potentially dangerous increase in the average global temperature, fortuitously assisted by unusual weather events, have prompted governments to enter into perhaps the most complicated and most significant set of negotiations ever attempted. Key questions - the rapidity of global climate change, its effects on the natural systems on which humans depend, and the options available to lessen or adapt to such change - have energized the scientific and related communities in analyses that are deeply dependent on scientific evidence and research.

The world’s greatest powers have shown a lack of interest in the way that they are destroying the environment around them. The rise of the climate through the years has been altering how different organisms have had to survive. The world’s use of fossil fuels and CO2 emissions is at an all-time high. The countries with the highest CO2 emissions are same countries with the largest economies. The United States, China, India, Japan, and Russia are the top five leaders in CO2 emissions. All together they account for around 60% of the total carbon emissions worldwide. In order to cut down on the amount of CO2 emissions counties need start regulating their larger industries that create the highest amount of carbon emissions.

It is believed that a dramatically dangerous warming is taking place in the overall global climate, a problem that is referred to as "global warming”. It is our responsibility to preserve our planet and our way of living but in order to do that we need to act now. Drawing from the research of organizations such as the IPCC and scientists skilled in multiple disciplines, I will explore the history, perceived causes and impacts of climate change. Based on this examination, I will propose my own solutions, at the local and global levels, to mitigate or adapt to probable impacts from global warming.
The problems associated with climate change are mainly due to the combustion of fossil fuels. It is difficult however to stop this problem. The solutions of being more energy efficient, and improving emissions-control technology, can help lessen the environmental damage done by fossil fuel use they ultimately only alleviate the pressure of increase of pollution and affluence(Delucchi, Jacobson 31).
Global heating and cooling has occurred on a cycle for millennia, however in the past thirty years the increased use of energy and fuels by humans has drastically changed this natural occurrence (Juerg, 2007). The largest cause of this warming is the release of carbon dioxide from the burning of fossil fuels. Carbon dioxide levels are twenty-five percent higher than they were in 1957 (UCS, 2013). This seemingly insignificant change has caused a myriad of negative effects. The endangerment of species, rising of sea levels, and increased natural disasters are just a few examples of change brought about by global warming (Juerg, 2007). Even though global climate change presents a massive problem there are many proposed solutions to fix or delay it. These theories range from creating a giant sun shield in space to the simple practice of “reduce, reuse, and recycle” (Gray, 2009). However the most effective solution is to find different sources of fuel to power our day to day lives. The earth is in need of renewable, effective, and long lasting fuels. Global warming can be slowed through the use of renewable energy as it is versatile, clean, a good investment, and can easily be put into place in several different climates and environments.
