Throughout history there have been may instances where without a just and moral code the reverence held for another life was exchanged instead for a scientific itch that needed to be scratched, all inherit ethics were ignored and people become just another ingredient to a recipe. Without a guideline there is no one guarding test subjects and regulating research practices. The tiresome, bureaucratic hoops researchers have to go through are there because the past has showed them to be needed. Review boards enforcing the basic principles of fair treatment, justice and the overall contribution a project will have on or to the people help to establish as positive an outcome as possible.
The common rules put forth by the IRB should be enforced to the letter when reviewing the parts of the experiment that will directly influence and deal with those who will be participating.
