Vouchers: More Than a Housing Solution
Introduction
Many advocates and policymakers of housing for the poor believe that to achieve optimal human development of low-income households the location of the housing must be considered as well as the quality of the housing unit (Newman, 2008).
According to Newman (2008), housing of the poor has to allow for economic independence and self-care while providing a safe and adequate place to live. The debate about decent housing alone is sufficient to provide a healthier living environment has its roots in the late 1920s, when the unhealthy environment of the slums was associated with numerous social ills. The hands-on approach of the housing and social service agencies was important for the advancement towards economic independence and toward self-care.
The U.S. Housing Act of 1937 set forth a national housing policy which defined the benefits of housing for the poor in broader terms than just the ability to house participants. The Housing Act of 1937 helped the poor combat the effects of poverty by helping to elevate the poor to self-sufficiency and economic independence. Likewise, the housing goal of the 1949 Housing Act was to provide not only a decent home in which to live but an environment that will increase the well-being of the participants (Newman 2008).
According to Newman (2008), since the 1960s concern for housing of welfare recipients has been sporadic at best. Policy makers have tended to unbundle housing needs from other services rendered to the poor. The connection between poor living conditions, low income families, and inequality of varying groups go hand in hand when dealing with poverty as discussed in Evicted by Matthew Desmond. These issues are often swept under the rug for those not immersed in the situation and can even be unknown. There is gender inequality which can affect every aspect of life, including dwelling. There is also racial inequality which also renders the quality of life. Both themes have a deeper meaning and are connected at the source of poor education and job discrimination.
One of the most prominent concerns of Evicted is the issue of inescapable financial instability as it relates to eviction. In the very first few pages of the book, Desmond reveals that the majority of poor renting families in America spend over 50% of their income on housing, with an even more astonishing one in four spending over 70% of their income on it (4). When families are spending the majority of their already meager income on housing alone, it is no surprise that they have little money left for savings or self-betterment programs such as a college education. Compounded with this is the fact that some welfare systems are constructed in a way that discourages long-term financial responsibility. For example, Supplemental Security Income, a program that provides monthly stipends for low-income elderly or disabled individuals, is revoked if individuals have too much money in their bank account (217). For
Downs has sought to dispel myths surrounding housing policy. The first myth he debunks is the myth that all government-sponsored urban policies have failed. Downs believes that although they had resulted in greater hardships for poorer neighborhoods, the policies have given great benefits to a majority of urban American families. While he does not consider these policies to be a complete success, he refuses to call them failures due to the fact that they did indeed improve the standard of living for most of urban America. Downs also calls to our attention the effect of housing policies on the number of housing units. Starting in 1950, housing policies were aimed at ending the housing shortage until focus was shifted to low income households in the midst of the Vietnam War. To Downs, ending the shortage was important because it was affecting the American way of life. Couples were delaying marriage, extended families were living in one home, and overcrowded housing led to overcrowded local facilities, such as schools. Downs also argues that this overcrowding led to an inescapable cycle of “substandard”

While it is true that housing is correlated with positive outcomes in the homeless population, it does not account for supportive services that this population may also need. Housing is one plan of action for preventing homelessness, but it does not solve the problem. Persisting health problems may prevent an individual from ever reaching housing stability for them a permanent house would not be beneficial if the problem is their health. Housing without supportive services cannot end homelessness.3,4 Providing housing for the homeless is a measure taken after people have experienced the trauma of losing their home. Intervention efforts should be concentrated on preventing the loss of homes, and safety that can ultimately influence a person 's health
The housing affordability crisis has been slowly developing over decades. This implies that young households – in particular young families who want to get their feet on the owner-occupied housing ladder, are hardest hit by the crisis. (Housing Supply Working Group) It is clear, historically, that even with significant private sector rental development, there will always be a need for some government role in assisting low-income households with housing affordability and other income problems. The impact of lack in rental supply and the consequent upward the pressure on rents is pressuring on all levels of government for assistance to low income households so that they can afford suitable and adequate housing. And the household formation will be delayed as young people are unable to find affordable rental accommodation if the shortfall units of rental housings keep remaining. (Housing Supply Working
Housing segregation is as the taken for granted to any feature of urban life in the United States (Squires, Friedman, & Siadat, 2001). It is the application of denying minority groups, especially African Americans, equal access to housing through misinterpretation, which denies people of color finance services and opportunities to afford decent housing. Caucasians usually live in areas that are mostly white communities. However, African Americans are most likely lives in areas that are racially combines with African Americans and Hispanics. A miscommunication of property owners not giving African American groups gives an accurate description of available housing for a decent area. This book focuses on various concepts that relates to housing segregation and minority groups living apart for the majority group.
It is often easy to castigate large cities or third world countries as failures in the field of affordable housing, yet the crisis, like an invisible cancer, manifests itself in many forms, plaguing both urban and suburban areas. Reformers have wrestled passionately with the issue for centuries, revealing the severity of the situation in an attempt for change, while politicians have only responded with band aid solutions. Unfortunately, the housing crisis easily fades from our memory, replaced by visions of homeless vets, or starving children. Metropolis magazine explains that “…though billions of dollars are spent each year on housing and development programs worldwide, ? At least 1 billion people lack adequate housing; some 100 million have none at all.? In an attempt to correct this worldwide dilemma, a United Nations conference, Habitat II, was held in Istanbul, Turkey in June of 1996. This conference was open not only to government leaders, but also to community organizers, non governmental organizations, architects and planners. “By the year 2000, half the world’s people will live in cities. By the year 2025, two thirds of the world population will be urban dwellers ? Globally, one million people move from the countryside to the city each week.? Martin Johnson, a community organizer and Princeton professor who attended Habitat II, definitively put into words the focus of the deliberations. Cities, which are currently plagued with several of the severe problems of dis-investment ?crime, violence, lack of jobs and inequality ?and more importantly, a lack of affordable and decent housing, quickly appeared in the forefront of the agenda.
The American dream was owning a house with a white picket fence. Now this dream is impossible. Individuals and families find it more difficult to find a decent home to rent in a suitable living area. According to Huffington Post, the hourly wage needed to afford a two bedroom apartment in California is at least $26 an hour. This is more than triple the minimum wage. Eviction, relocation, and inflation are the common keywords that associate with affordable housing. I 'm hoping to persuade you to support affordable housing for all. Today, I will be discussing, one, inflation of the housing market that needs to decrease, two, eviction from homes, three having to move to communities far from their work site.

The solutions to residential segregation could be classified according to the basis which include place, people and indirect approaches (Bouston, 2013). The main aim of policies based on place is to improve the amenities and housing stocks in black dominated neighborhoods as a means of encouraging the white to settle in these areas or alternatively creation of affordable options for housing in the whites’ neighborhood to encourage the white settling in such places. However the challenges to this approach is that research conducted showed that the white households still had a negative mentality towards the black neighborhoods and no matter the improvement to these neighborhoods, they still won’t move. Another challenge with the policy is that improvements to neighborhoods will consequently lead to rise in house prices making it unaffordable even to those currently living
