U.S health care delivery system aims to provide cost effective, and quality health care services to all the citizens (Shi & Singh, 2015, p. 16). There are several characteristics that differentiate the U.S health care system from other countries. One of the characteristics is the use of new technology that enables the implementation of quality care in efficient way (Shi & Singh, 2015, p. 16). The functions of the health care system are also influenced by various external factors. Social values and culture is one among them (Shi & Singh, 2015, p. 10). The Affordable Care Act (ACA) signed by president Barak Obama in March 2010 aims at increasing the quality and affordability of health care services to the public (Robert, 2012).

The cultural competence seen in the health care system enables the ability of an organization to accommodate people with diverse languages, beliefs and values, and still work with harmony under the same system. By the recruitment of people from culturally different background add more work force to the community in serving the underprivileged population of united states which place a key role in implementation of ACA (Morgan, Kuramoto, Emmet, Stange, & Nobunaga, 2014). The United States (U.S.) has a health care system that is much different than any other health care system in the world (Nies & McEwen, 2015). It is frequently recognized as one with most recent technological inventions, but at the same time is often criticized for being overly expensive (Nies & McEwen, 2015). In 2010, President Obama signed the Patient Protection and Affordable Care Act (ACA) (U. S. Department of Health & Human Services, n.d.) This plan was implemented in an attempt to make preventative care more affordable and accessible for all uninsured Americans (U.S. Department of Health & Human Services, n.d.). Under the law, the new Patient’s Bill of Rights gives consumers the power to be in charge of their health care choices. (U.S. Department of Health & Human Services, n.d.).

Many factors affect the system starting from global influences, social values and culture. Further factors include economic conditions, physical environment, technology development, economic conditions, political climate and population characteristics. Furthermore the main characteristics of the Unites States healthcare system includes: no agency governs the whole system, access to healthcare is restricted based on the coverage and third party agencies exist. Unfortunately many people are in power of the healthcare system involving multiple payers. Physicians are pressured to order unnecessary tests to avoid potential legal risks. Quality of care is a major component; therefore it creates a demand for new technology. A more close investigation will review two main characteristics and two external forces that currently affect the healthcare delivery system. Cultural competence can be defined as using the ability of one’s awareness, attitude, knowledge and skill to effectively interact with a patient’s many cultural differences. Madeline Leininger, a pioneer on transcultural nursing describes it this way; “a formal area of study and practice focused on comparative human-care differences and similarities of the beliefs, values and patterned lifeways of cultures to provide culturally congruent, meaningful, and beneficial health care to people” (Barker, 2009, p. 498).
