Health Care Services Provided in Saudi Arabia

Health services are provided in the Saudi Arabia via three parties, namely: the Ministry of Health (MOH), government sectors and the private sector. These health services are provided at three levels. The first level is the primary health care, second level comprises the general hospitals and the third level consists of the specialist hospitals. Ministry of Planning (MOP, 1985). The main function of the Saudi health sector is to build up and provide high quality health services in every district of the Saudi Arabia (MOP, 1985).

3.2 What is Quality Management System?

There is no specific meaning of quality, because it means different things to different people and "its content varies according to the situational and substance factors" (Vuori, 1982, p. 42), and different definitions are suitable under different situation. The quality can be Defined as “the best equation achievable between inputs and outputs” (Gleeson, 2001, p 193). A quality management system is "a system for effectively and efficiently managing the processes that deliver products (goods and services) to customers" (Ryall and Kruithof, 2001). According to the definition of the organization of International Standards Organization (ISO, 9001:2000), Quality management system means "Everything that is demanded and agreed upon must meet the approval of the worker and the producer resulting in a higher quality production at a reasonable cost". The manner concept of quality management system depends on the understandable composition, at which the organization looks to; for instance, processes like hospital care, medical interventions.

• Prevention: Prevention considers the continuous maintenance of the hospital, as quality is achieved from prevention and not just from inspection. That means get it right first time (Al Nummani, 1996). The TQM emphasis is on "investment to understand the process and sources of process variation". It depends on identifying the errors, problems in clinical and non-clinical process in hospitals before they happen, aiming to avert them. This is because some clinical errors have critical reflections on humanity, society and economical aspects. However the possibility of the occurrence of problems is a fact, so TQM also emphasis problem solving (Jablonski, 1991).
