Governments are identified by hierarchical and bureaucratic structures with specific reporting procedures and limited innovation and motivational capability. Civil Registry and Passport Office (CRPO), a department within the BVI Government is no exception to the norm of governmental structures.
The organizational chart above depicts the hierarchical levels and decision making meeting are carried out by unit heads and the department head (DH). However, suggestions during these meetings are subject to approval by its autocratic leader. CRPO functions as a merged department since 2005 and operated on knowledge based. The department has evolved over the time and now functions with nine specialized units. CRPO services include BVI visas, Passports, Belongership status, civil registry (birth, marriages and death).
Globalization has impacted the pursuit of business conduct, an existing gust effects has impacted the public sector, and conducting business as usual may not be enough to sustain innovation and quality customer service. This research paper is proposing that the structure be change to meet the high demand encountered by external forces.
External Forces
There are three major external events noted;
• Opening of BVI offices (at various countries); this exposure to international market affects all the units within the department particularly the visa unit and marriage unit. o Through this exposure, response must be prompt and efficient to meet the international high demand.
Unsustainably through conventional structure as officers are unmotivated and perform under intense pressure imposed by the rigid environment.

...and innovation. Managing the funds allotted to the department by creating a reward expense to recognize outstanding performance. Of course, this needs to be clearly outlined and teams will have to be given specific objectives aligned with the overall objective of the department.
In conclusion, the organizational restructure motive is to become more efficient, wised stewardship of funds, establishing a structure suitable for innovation, adopt new technology to meet the demands for prompt services; finally, developing an environment where officers are empowered to innovate; all impossible to accomplish utilizing the conventional structure.

CRPO Organizational Chart
I have experiences organizations that lacked consistency and thought around their goals and as a result constantly restructured. Organizations that are constantly running after new ideas lack focus therefore can’t achieve their goals.
Often, when the discussion of American bureaucracy is broached in conversation, those holding these conversations often think of the many men and women who operate behind the scenes within the government. This same cross section of Americans is looked upon as the real power within the federal government and unlike the other branches of government, has little to no oversight. A search of EBSCO resulted in the following definition, an organization “structure with a rigid hierarchy of personnel, regulated by set rules and procedures” (Bureaucracy, 2007). Max Weber believed that a bureaucracy was technically the most efficient form of organization, one structured around official functions that are bound by rules, each function having its own specified competence (2007). When the constitution of the United States was formed, the framers specifically designed the American Government structure to have checks and balances and democracy. To avoid autocracy the President was give power to preside over the executive branch of the government and as commander –in –chief, in which a clause was put into place to give the president the power to appeal any sudden attacks against America, without waiting for a vote from congress. While the president presides over the executive branch there has been ongoing debate over the role of the president in regards to foreign policy. Should foreign policy issues be an executive function by the president or should congress play a much greater role? With the sluggishness of our democracy, foreign policy issues most times need quicker response compared to how domestic policy is decided in the United States. Many believe to maintain openness and democracy both the president and congress need to agree on how the United States handles issue abroad. Although the president has been given much power, his or her power and decisions are sometimes limited based on decisions by congress and challenged and shaped by various bureaucracies throughout the government system. I shall discuss the Presidents role and the role of governmental bureaucracies (Department of Defense, Department of State and the National Security Council) that work together and sometimes not together to shape and implement American foreign Policy.
The first issue from a bureaucratic perspective is communication. As stated by Manning, 2013, "Communication patterns, in keeping with objectives, rational nature of bureaucracies, are formal and prescribed"(pg. 118). It is referred to "following the chain of command" and usually examples are giving from the bottom up.
People have their own perspective of a government that they envision for their people. Thomas Jefferson has been the president of the United States and ruled under a monarch. Jefferson couldn’t tolerate the abuse from a monarch, so he rebelled against the British crown. In 1776, Thomas Jefferson wrote The Declaration of Independence, and declared the colonies were free from British rule. Before he became the author of The Declaration of Independence, Jefferson was established “ as an ardent republican and revolutionary” (Jacobus 77). Jacobus states Jefferson is, “one of the most versatile Americans of any generation” (Jacobus 78). In The Declaration of Independence, Jefferson and the founding fathers envisioned a government that would govern the people, and the people would be free. The people must be governed with rights, Jefferson implies it’s the government’s duty to guide and secure the people, therefore, he believes the government’s obligation to the individual is more important than the individuals obligation to the state.
Locke had influenced Jefferson in regards to the Declaration of Independence. Reasoning why is because of what Locke’s has stated on the natural rights to life, freedom, government, individualism, liberty and property. He explained how every man has their own freedom, self-sufficiency, property and their own individualism. Jefferson came to terms of being influenced by Locke’s proposal.
Reward and recognition has to be promoted for small and large achievements. An effective reward’s program keeps employees engaged, dedicated, and committed to the organization.

The United States government system is very interesting and complexly designed. The state and federal government is a mirror of each other when it comes to the generics of the executive branch, legislative branch, and judicial branch, however, internally the state government has major differences on how the branches are conducted. Throughout this paper we will discuss the greatest difference between state and federal, which is the state cannot change or remove laws passed by the federal government but they could change how they execute the federal laws to their liking as long as it is constitutional.

The fundamental purpose is to provide all social groups, universal, equitable, high quality public services; government, as the implementation and enforcement of the national willing with its authorities, whose functions are clearly enforceable; government function is always changing, depending on the government and the public needs; also with the diversified, complex public demands, the government assumed more and more functions, and gradually extended to all level of society.
The structure of an organization can be characterized basically as "the whole of the routes in which it partitions its work into unmistakable assignments and after that accomplishes coordination between them" (Mintzberg, 1979, p.2). McLean, A. also, Marshall, J. (1993) characterizes culture as the "accumulation of customs, qualities, arrangements, convictions and states of mind that constitute a pervasive setting for all that we do and think in an association". Moreover, the predominant culture in associations relies on upon the earth in which the organization works the association's goals, the conviction arrangement of the representatives and the organization's administration style. Case in point, very bureaucratic and all around organized associations, for example, those in the saving money area commonly take after a society with broad controls. These representatives take after standard methods with a strict adherence to chain of command and all around characterized individual parts and obligations.
Looking at IKEA’s organisational structure, the chain of command shows a clear line for messages within functional departments, so therefore; it leads to good communication. For example, looking at the organisational structure of IKEA, there is a clear communication within a human resources department. However, the chain of command is very long from the top to the bottom of the organisation because, there are too many levels of management. This will lead to poor communication. For example, it takes decisions a long time to reach the workers at the bottom of the organisation structure.
The paper focuses on the increased complexity of globalized organizations and methods of altering the process within the structure. Business and environment change constantly to sustain development in emerging markets and increase efficiency. Integration of relationships and processes of the world systems, help to manage local, regional and planetary balance to manage duplication of success become conceivable. The retail giant Wal-Mart exhibits its ability to transform the organization asynchronously with the increase integration of globalization.’ Wal-Mart unveils the type of integration possible between globalization, and business services as it adapts, eliminating redundancies and repetitive movement. It observes the effect and influence, propagated on business through it use of supply chains, and influence.
Under the POAS, the Chief Executive has the right to first nominate candidates that he thinks fit for the fourteen Political Officials posts, to the Central People’s Government who has the power over official appointment. However, unlike the previous system, where the Principal Officials were civil servants hired on permanent and pensionable terms; the Principal Officials under the POAS will be employed on contract, where their contract term will not exceed that of the Chief Executive whom they were nominated
Basically transformation strategies are quite complicated because the process of innovation in any business environments will depends on it. We knows that in order to develop a business environment that supports the activities of innovation, most of the organizations will require an extensive changes in terms of the culture and systems of the organizational itself.
