The idea of “freedom for all” is a big theme for the citizens of the United States. With the intention to give people the ability to live their life as they please and minimal interference by others. In return for freedom, people must continue to follow societies laws. Once someone breaks these laws, they may be placed in the prison system and expected to do their time incarcerated. Their time in prison is meant to be a time when they are being rehabilitated and then ready to properly function in society. This total institution leads to the re-socialize inmates by rebuilding their personalities using reward and punishment. Although having the freedom and independence to live a relatively normal and content life is important to people of the United States. However, a growing number of people have mental problems and disorders that affect every aspect of their life and can no longer function in society on their own. Leaving the reality of freedom more as a burden than a privilege. Sherri Sullivan, program Director of Bridgeview Manor, stated that “I see the whole community mental health system as a huge social failure and a huge moral obligation we’re not meeting. She also goes on to say that “a person is going to get a better level of care incarcerated then they are going to get if they live in the community.” Having such a large community of mentally ill shouldn’t go unnoticed or disregarded. Every civilization in history has had rules, and citizens who break them. To this day governments struggle to figure out the best way to deal with their criminals in ways that help both society and those that commit the crimes. Imprisonment has historically been the popular solution. However, there are many instances in which people are sent to prison that would be better served for community service, rehab, or some other form of punishment. Prison affects more than just the prisoner; the families, friends, employers, and communities of the incarcerated also pay a price. Prison as a punishment has its pros and cons; although it may be necessary for some, it can be harmful for those who would be better suited for alternative means of punishment.
The fight for improved health care for those with mental illness has been an ongoing and important struggle for advocates in the United States who are aware of the difficulties faced by the mentally ill and those who take care of them. People unfortunate enough to be inflicted with the burden of having a severe mental illness experience dramatic changes in their behavior and go through psychotic episodes severe enough to the point where they are a burden to not only themselves but also to people in their society. Mental institutions are equipped to provide specialized treatment and rehabilitative services to severely mentally ill patients, with the help of these institutions the mentally ill are able to get the care needed for them to control their illness and be rehabilitated to the point where they can become a functional part of our society. Deinstitutionalization has led to the closing down and reduction of mental institutions, which means the thousands of patients who relied on these mental institutions have now been thrown out into society on their own without any support system to help them treat their mental illness. Years after the beginning of deinstitutionalization and after observing the numerous effects of deinstitutionalization it has become very obvious as to why our nation needs to be re-institutionalized.

The book titled Beyond Bars: Rejoining Society After Prison offers invaluable lessons of how both men and women may successfully depart prison and return to society. The book was written by Jeffrey Ross and Stephen Richards, both of whom are college professors and criminal justice experts. The population of prisons across the United States has increased dramatically in recent decades despite overall crime rates decreasing during the same time period. Approximately seven million American people are in some form of correctional custody. Between the years1980 and 2000, America’s prison population increased by 500 percent. During the same time period, the number of prisons grew by 300 percent (Ross and Richards, xii). Close to 50 percent of people admitted to confinement have previously served time, exemplifying that the criminal justice system “recycles” inmates through the system again and again (Ross and Richards, xi). Unfortunately, many convicts simply do not remember how to or are ill-equipped to return to society once their sentence ends. Ross and Richards, through their valuable lessons within their book, seek to lessen the problems that ex-prisoners may face when released from prison.
The current prison and criminal justice system has not proven to be helpful in rehabilitating offenders and preventing recidivism. To successfully alter this situation it is important to understand what steps and measures are available to assist those who find themselves imprisoned. The techniques used in cognitive behavioral therapy have proven to be effective in treating depression, anxiety and drug addictions among other things. Analyzing the techniques developed in cognitive behavioral theory and applying them to psychotherapy in prison environments can assist in making improvements in the prevention of criminal activity, rates of incarceration and safety and security of the general population. The literature shows that the use of cognitive behavioral therapy has been effective in the treatment of a variety of criminal offenders.
For centuries, prisons have been attempting to reinforce good behavior through various methods of punishment, some more severe than others. There are several types of punishments which include “corporal punishment, public humiliation, penal bondage, and banishment for more severe offenses, as well as capital punishment”(Linklater, V). Punishments in which are more severe pose the question “Has it gone too far?” and is stripping away the rights and humanity of a criminal justified with the response it is for the protection of the people? Is justice really served? Although prison systems are intense and the experience is one of a kind for sure, it does little to help them as statistics show “two-in-five inmates nationwide return to jail within three years of release”(Ascharya, K).
The United States has the highest incarceration rate in the world and of that over sixty percent of jail inmates reported having a mental health issue and 316,000 of them are severely mentally ill (Raphael & Stoll, 2013). Correctional facilities in the United States have become the primary mental health institutions today (Adams & Ferrandino, 2008). This imprisonment of the mentally ill in the United States has increased the incarceration rate and has left those individuals medically untreated and emotionally unstable while in jail and after being released. Better housing facilities, medical treatment and psychiatric counseling can be helpful in alleviating their illness as well as upon their release. This paper will explore the increasing incarceration rate of the mentally ill in the jails and prisons of the United States, the lack of medical services available to the mentally ill, the roles of the police, the correctional officers and the community and the revolving door phenomenon (Soderstrom, 2007). It will also review some of the existing and present policies that have been ineffective and present new policies that can be effective with the proper resources and training. The main objective of this paper is to illustrate that the criminalization of the mentally ill has become a public health problem and that our policy should focus more on rehabilitation rather than punishment.
Freedom is having the right to own, act, think, and speak without any restrictions from the outside. Ever since the New World was discovered, people have been fighting for their independence till this day. People of other colors and race have been forced to do labor without their consent. Today, those same people have been blamed or accused of crimes that were not committed by them despite of being free. Today, our country’s correctional facilities are filled with many people, ranging from juveniles, teenagers, adults and the elderly. To get to where they are, these people committed a crime, if not several crimes and are now incarcerated. Incarceration is a process which is meant to “treat” and to “punish” those who have exhibited criminal behavior. However, in order for a criminal to fully recovery, a behavior modification program may be implemented. Ranging from operant techniques to systematic desensitization, individuals who are incarcerated can shape their criminal behavior into law-abiding and socially accepted behaviors.
Those with mental illness would live in the community with an array of services and be able to be free from the constraints of confinement. In the early 1960’s the United States began an initiative to reduce and close publicly-operated mental hospitals. This became known as deinstitutionalization. The goal of deinstitutionalization was to allow people suffering from mental illness to live more independently in the community with treatments provided through community health programs. Unfortunately, the federal government did not provide sufficient ongoing funding for the programs to meet the growing demand. States reduced their budgets for mental hospitals but failed to increase funding for on-going community-based mental health programs. Prison was designed to house and isolate criminals away from the society in order for our society and the people within it to function without the fears of the outlaws. The purpose of prison is to deter and prevent people from committing a crime using the ideas of incarceration by taking away freedom and liberty from those individuals committed of crimes.
