In addressing the families and co-workers about the 30 workers that are trapped in the Chilean Copper Mine. I feel that it is best to understand that they people are scared and the best form of communication would be face to face. In face-to-face communication you are able to show empathy and comfort in a scary time.
When the message, about the workers that are trapped 300 meters underground, is delivered to the family members a worker from the company needs to do these one by one. Bringing these 30 miners families to the site may cause an up roar so it is best to get to these families individual to create less mayhem. The company would almost do as the military does when someone whom is serving dies. The military visits families one by one and informs them of the situation, while these do not relieve the pain that is felt it adds a level of comfort that an e-mail, telephone call, or public services announcement would. It will show that the company values them and their workers safety individually and that the company is committed to them. Face-to-face communication, especially in a situation like this allows for contact; a hug, a hand on a shoulder, or even a shoulder to cry on provides support and security. The idea is to remove the fear and panic that often times multiplies in larger crowds.
As far as addressing the co-workers of the trapped miners, holding a companywide meeting addressing the situation and explaining the importance of staying calm and doing everything they can to help the first responders that are trying to save the workers. In both the family meetings, and the co-worker meeting it is important to stay calm and to choose your words wisely. It is important to put yourself in the situation of those receiving...

It also may be smart to address the workers before the families so that you can ask if anyone wants to aid the company in informing the families. These miners tend to be very close knit and the friendships go outside the company, so sending someone the family may already know might deliver a small level of comfort.
Face to face is the only way in which I would consider delivering this type of message. Every form of communication I can think of outside of face to face seems uncompassionate, disrespectful, and in times like this it is important to stick together.
