The stakeholders in this evaluation are the consumers with disabilities of the VR (vocational rehabilitation) program, family members, staff, agency administrators, leaders of the groups who advocate for individuals with disabilities and case managers. The goal of the program being evaluated is to give as many opportunities as possible for clients with disabilities to experience with full social and economic benefits from being .They want measures of effectiveness and qualitative indicators of the important outcomes. They formed two committees inside the agency for evaluation. This committee reviewed and approved goals and purposes of the project. A second committee was formed to provide operational oversight to the project. The program being evaluated wants to make sure that the clients are meeting their full potential they want them to be meeting their goals that they have set in their programs. They used a MAU model to address the challenging goals and outcomes of the VR services. It identifies the purpose of the evaluation and its stakeholders. It identifies and organizes the program criteria and attributes in a meaningful structure. It collects measurable data and assigns utility values to the measurable attributes. It calculates weighted utility values and then aggregates utility values and conducts the MAU analysis. The MAU is used when program serve multiple constituencies, with a program that have multiple goals. Judgments are a required part of the evaluation and can be assisted by numerical measurement. The MAU structures the decision process for stakeholders to assess a program goals and performance over a period of time. They assumed that a different stakeholder group would have formed the similar priority weights, but they have never tested this. So in this case the stakeholder may have different priority weights for some of their goals. Also while surveying the consumers what if some of them did not understand the question fully but still answered it. They also handed out different surveys to people which could bring up different data. They seldomly had indicators and measures of effectiveness employed to assess the value of the program.
