Based on the analytical model, this paper uses the components of GCI as dependent variables which are constructed from capability perspective to capture the extent of gender inequality in capabilities. Those freedoms are conceived as capabilities in health, education, labor force and political participation, and social environment, as well as BGC, CGC and GCI. The independent variables are conceptualized as the state’s actions in the form of social policy and are selected from the two dimensions of social policies that are discussed above. As explained by Townsend (2009), social policy in developing countries includes social protection or income maintenance programs in the form of direct cash transfer, insurance and protection, and social investment programs in the form of investment in education and health, and expansion of infrastructures. Accordingly, public spending on education, public expenditure on health, and Country Policy and Institutional Assessment (CPIA) social protection rating are selected as independent variables from World Bank’s data base.
