Tech Prep
Tech prep has become more widely accepted by educators and the business community as real changes have been made in curriculum, courses, and programs. However, the jury is still outabout whether the anticipated student, school, and community outcomes are being realized. This essay examines the extent to which tech prep is succeeding as a unique effort, living up to the claims that have been made for it.
Over the years, educators have been challenged by a number of federal, state, and local initiativesthat profess to result in better educational outcomes for students. Highly marketed at their inception, many of the initiatives ultimately fade into obscurity, some absorbed as part of otherprograms. Examinations of tech prep and its relationship to school-to-work initiatives point to thedistinctions that make each of the two programs unique and highlight the characteristics that makethem similar.
Program focus is the most distinguishing feature that differentiates tech prep from school to work.Tech preps focus is primarily on school-based learning, whereas school-to-work programs alsoinclude work-based learning and linkages between the two. The distinction is less clear when thecore elements required for tech prep vary among tech prep consortia, as they are reported to do(Owens 1996). For example, when tech prep adds elements that include work-based and careerguidance components, it becomes similar to school-to-work, which may explain why someeducators are seeing little or no difference between the two. Of the 100 persons surveyed at the1996 American Vocational Association Convention, however, only 15 percent saw tech prep andschool-to-work as being exactly the same (Bragg 1996).
Most of the surveyed tech prep consortia did not see the two efforts as synonymous, but perceived tech prep as a component of school to work: 35% of the respondents considered techprep to be the foundation for school to work; 50% considered tech prep to be under the school-to-work umbrella (ibid). However, for funding as well as program issues, most local techprep coordinators believe that tech prep should retain its unique identity to ensure that thebenefits of its processes and procedures are not lost or duplicated by school-to-work (Bragg et al.1997). Survey responses from 42 of 50 state directors of vocational-technical education showedagreement with the view that tech prep is one option within school to work and that its identityneeds to remin strong (Dykman 1995).
Imprecision in defining the two reforms can create confusion and frustration among allstakeholders. At one of the five field sites studied during the 1996-1997 academic year, forexample, tech prep was "viewed as a premier approach to STW for more academically talentedstudents, incorporating both school-based and work-based components.
Subsequently what is done is that selected high schools develop a curriculum that is organized around a specific career cluster, which are like a specialized charter school. The goal is to feature a series advanced “pathway” courses that can help students to enrich their knowledge through work-based learning and academics. In turn, this specialized education will allow student to demonstrate their understanding through assessments and industry credentialing opportunities. As well these schools are enrolled in a learning exchange that have partnerships that are organized to support the programs of study by coordinating statewide networks of education partners, businesses, industry associations, labor, and other organizations (2013, p. 21-23). Consequently, the program is driven to help high school students develop a career path and to receive exploratory education that will given them an advantage in either college endeavors or in the job market.
Career and technical education courses are intended to prepare high school students to enter the work force in a skilled trade. It equips the students with the experience and education necessary to succeed in an average skill level job while maintaining the student’s interest. In an article that focuses on an aviation CTE program, a “senior policy analyst at the Morrison Institute, said that Career and Technical Education provides another opportunity for students who struggle in high school.” The assumption is that students who struggle in high school presumably do not want another four years of education to attain a bachelor’s degree. In July 1994, Congress passed the School to Work Opportunities Act (STWOA), allocating funds to establish statewide partnerships designed to prepare students with knowledge and skills required for employment in the workplace. Recent reports show that STW has varied considerably across these partnerships, resulting in differing views on the viability of its programs. Now that federal funding from STWOA has ended, what is the aftermath? What are the chances for sustaining STW now that funding has ceased? To what extent have STW efforts been institutionalized and supported by local business? How do the perceptions and commitment of teachers, educators, students and parents influence the self-sustaining future of school to work (STW)? The United States is a country that thrives through technological advancement. The wealth and success of this nation is dependent on providing every child, regardless of race, ethnicity, or gender, with the opportunity to obtain technological skills that are essential for a successful future. Unfortunately, educational funding for technology has failed to take precedent. In realizing that, the question then becomes, how is a country expected to thrive from the use and advancement of technology, when failing to properly train future leaders? Funding must be provided for schools to purchase technological equipment, such as computers, in order to ensure that each child has an equal chance to thrive in a country that is defined by its advancement in technology.
Since my appointment to the Hillingdon School I have been afforded the opportunity to play an integral role in moving forward the ICT and Business Departments and the Technologies Curriculum Area. These roles, accompanied with the time that I have spent on the whole school ICT Development Group, have allowed me to build up a strong set of skills, experience and knowledge that has helped prepare me for a senior position within a very successful school. Indeed, my experience of working within a school that achieved the top grade in each of the Inspection Key Questions has provided me with an awareness of what is required for continuous school improvement and striving for educational excellence.

Posner (2004, p. 36) discusses the importance of understanding the situational factors that lead to the development of a particular curriculum. This curriculum has been created as a response to the problem of technology skills and resources being typically isolated as a separate curriculum, rather than being integrated into the broader curricular areas. This leads to curricula that are often devoid of 21st century skills needed by students to ensure future success (Partnership for 21st Century Skills, 2004). The goal of the curriculum, therefore, is to focus on specific technology skills that can be readily integrated into other curricular areas without sacrificing critical objectives within those curricula and, in fact, enhancing the relevance and levels of engagement in those areas.

Closing the digital divide involves many components, starting with the education program and teachers. While schools are integrating new technologies into their programs, teachers are supposed to keep up with the latest technologies and use them in their curriculum to teach students. According to a U.S. Department of Education Report (1999), only 24 percent of new teachers felt sufficiently prepared to integrate technology into the curriculum they were using (Brogan, 2000). The problem is, many teachers did not grow up with computers and are not receiving the training they need to operate them (Brogan, 2000). Starting work as early as 7 a.m. and leaving school as late as 5 p.m. to go home and do even more work, leaves teachers lacking the time to learn new technological skills. Many schools offer training programs for teachers. For example, the Palm Beach County, Florida school district teaches Web basics for teachers at middle schools and magnet schools (Brogan, 2000). This is a great idea because it is giving teachers the opportunity to learn about technology and it is showing that the school district is interested in helping its employees become better at what they do.
