After the conclusion of Korean War in 1953 the North and the South became hostile to each other. During this period of confrontation which lasted till the seventies Beijing emerged as North Korea's closest ally. But, especially after the Sino-Soviet split Moscow competed for influence by providing arms to the Kim Il Sung regime. The United States felt concerned about the dangers of war damaging its key Asian ally Japan and encouraged South Korea to concentrate on economic development. With strong American support heavy Japanese investment and strong arm-military rule in Seoul, the South Korean economy began to boom. In the North the rule of Marshal Kim Il Sung continued uninterrupted through the seventies. However in South Korea General Park Chung Hee seized power in 1961 after Rhee's flight to Hawaii in 1960. Park was selected President in 1963, 1967 and 1971.
By this time idea of reunification of North and South gained ground. As a result both the Koreas held talks in 1972 and 1979 on the peaceful unification of fatherland but no success could be achieved because South did not concede the withdrawal of foreign troops from its soil. Martial law was declared in the South in May 1980 when the students agitated for political reforms. The year 1984-85 witnessed resumption of talks for unification but these too did not go beyond a few dozen visits in either direction to see relatives. In 1988 the South Korea gained international prestige by hosting Olympic Games in Seoul. In September 1990 South Korea developed full diplomatic relations with Moscow and later on held Prime Ministerial Summit with North Korea. After the disintegration of USSR, North Korea could see it was under increasing pressure to capitulate to the South. Russian aid dried up and China wanted calm environment.

Nuclear issue in the North Korea has been a problem widely discussed around the world in recent years, while the whole progress from the start of the nuclear crisis (The withdrawal of the North Korea from the Nuclear Non-Proliferation Treaty in 2003) to the cooperation (Six Party Talks) and its failure is quite dramatic and worth exploring (Fang, 2009). This paper attempted to use two perspectives including neorealism and neoliberalism to look at the issue, and examine their explanatory power. Accordingly, this paper recognized the importance of the two perspectives in explaining the issue. On one hand, neorealism showed the restraints and balancing behaviors of the states during the process of negotiation, implying the failure of the talks. On the other hand, neoliberalism contributed to clarification of the complexity constituted by different actors and problems in the issue, while demonstrating the rationality of states, as well as the birth of the institution forming international norms. Therefore, the author believed the two perspectives are not contradictory, but complementary.

Since the end of the Korean War, the United States has enacted policies to isolate and undermine the Kim Dynasty in North Korea. A key development took place in the past several decades where North Korea broke away from the Non-Proliferation Treaty (NPT) to develop their own nuclear weapons and while lacking launch capabilities, they have been successful in their development. During this process, the United States took active policies to deter the North Koreans in pursuit of their goals. It is easy to assume that the United States took this stance in order to maintain a military edge in the region. But under closer examination, this neo-realist perspective does not explain why the United States pursued this policy. In reality, North Korea to this day does not pose a significant military threat, even with limited nuclear capabilities. A constructivist perspective is more able to explain US policy in this instance because it does not focus on sheer militaristic power. It takes into consideration the state's identities which drives their interests. The identities of the US and North Korea and the interactions between them drove both nations to the point of acquiring and deterring nuclear use.
June 25, 1950 marked the day in which fighting between the North Koreans and South Koreans started. 135,000 North Korean troops crossed the border into South Korea while others attacked by sea. In several hours North Korea had successfully detained the South Korean city of Kaesong and in the next couple hours South Korea’s capital, Seoul, was under attack. Things were not looking good for Korea.
During his rule there was decrease in trading because their main trading partner, the Soviet Union, had just collapsed. Not only that, but there were also numerous floods and droughts that occurred too. This left North Korea in famine, since there was only a certain amount of farming land, this left Kim Jong-Il to worry about his power. With the remaining amount of farming land, he instead decided to use those resources for the military instead of the citizens experiencing famine at the time. After this incident, in 2003, it was found out that North Korea was producing nuclear weapons, but Kim Jong-Il said it was only for security reasons.

Throughout history the United States has fought in many wars. Whether the fighting took place in Europe such as WWI or in our own land like the civil war. The one war many people seem to forget is the Korean War. The Korean War also known as the “forgotten war” was a war between North Korea, South Korea and the US together with the South Koreans to help. The Korean War was fought on sea, land, and in the air over and near the Korean peninsula (Brown, p.2). On June 25, 1950, the North Koreans rumbled across the thirty-eighth parallel. The invasion was successful because the south was not expecting or even prepare for a war. The invasion was so successful that they pushed the south to a tiny defensive area around Pusan. That’s when President Truman steps in real quick to halt the invasion of the North Koreans. Truman ordered American armed forces under General Douglas MacArthur to support South Korea. The Korean War was a clash between Communist forces and Free World (Brown, p.2).
Korea gained independence from Japanese colonial rule in August of 1945 and also the division of Korea into the republic south and communist north in the 38th parallel. South Korea then was under the United States occupation from l945-48. Before the United States occupation South Korea had already organized a central People’s committees and established the Korean People of Republic (Memorial Foundation). Nevertheless, United States did not recognize any of the provisional or republic government. The United States refused to do so until there had been an agreement among the western allies. In 1954, there was a Mutual Security Agreement signed between the United States and South Korea, which states that they agreed to defend each other in the event of outside aggression (Memorial Foundation).
