MSC flagships are initially be developed by government in partnership with business and opportunities exist for companies to shape the application by taking up key developments and implementation contracts. MSC has seven(7) flagships which is electronic government, smart card, smart school, tele-health/telemedicine, borderless marketing centre/e-business, worldwide manufacturing web/technopreneur development, and research and development cluster/r&d cluster. 2.2 Seven (7) Flagships 2.2.1 Electronic Government Electronic government also known as e-government. E-government has its own aims which its aims is to improve the transparency and responsibility to society. E-government has been launched to “lead the country into the Information Age”. E-government is being effort to improve the facility, accessibility and the quality to interaction with people and business; simultaneously, it should improve data flows and processes within government to improve the speed and quality of policy development, coordination and enforcement.Government, people and business working together in e-government for the benefit of it.Yet to reach full potential due to a limited number of transactions available online as well as issues in infrastructure, change Management and integration of legacy systems. E-government has a project which is pilot project. The ability to change the people mind-set and consequently behaviours is a key success factor. By having a clear and shared vision and also collaborative top leadership commitment to enable and manage the strategic change, any challenges related to people issues can be addressed accordingly. The ability to change the way of thinking and continuously streamline the government process will result in better service delivery and also making the citizen happy and satisfied.
