In year 2016, Brunei Darussalam aim to be ranked at the top 30 countries globally and the top 5 in Asia in the UN e-Government assessment survey. Brunei uses UN e-Government survey as a benchmark to measure its e-government development. Today, it is with great pleasure to announce that Brunei aspiration in achieving this goal is now a reality.
UN e-government survey is conducted by the Division for Public Administration and Development Management. The survey report is released every 2 years to compare the e-government progress made by 193 member states of the United Nations. There are 4 key main index used to measure the e-government progress namely the e-participation; online services; infrastructure telecommunication and human capital index. It was acknowledged that the key component that required more efforts and collaborative commitment is in providing the online services.
Let’s share the experiences of Brunei e-government journey and the challenges faced during its implementation. The journey of e-Government started back in 1997 where a national IT strategic planning framework was formulated and the first National IT Strategic Plan took off in year 2000. The National Strategic IT Plan, IT 2000 and Beyond aims to promote effective application of IT in the public and private sectors, improving the level of IT literacy and ensuring enough supply of IT skilled manpower to enable growth. The e-Government initiatives were taken up by the government of His Majesty to improve the efficiency and effectiveness of its services. As a conclusion, it is found that the main challenges in implementing the e-government projects are mostly related to people issues and those related to organizational and culture rather than technology. The ability to change the people mind-set and consequently behaviours is a key success factor. By having a clear and shared vision and also collaborative top leadership commitment to enable and manage the strategic change, any challenges related to people issues can be addressed accordingly. The ability to change the way of thinking and continuously streamline the government process will result in better service delivery and also making the citizen happy and satisfied.

OECD has noted that Electronic government particularly refers to the use of the Internet as a tool to achieve better government (OECD 2003). Effective e-government seeks to achieve greater efficiency in government performance by making services easier to access, ensure accuracy, and improved efficiency (Almarabeh and Abu Ali, 2010). While government is still seen as inefficient, ineffective, or unresponsive and depriving citizens of abilities to engage in public affairs, e-government becomes a natural extension of the technological revolution that has accompanied the knowledge society by adding new concepts such as transparency, accountability, and citizen participation in the evaluation of government performance (Mohammad et al. 2009). E-government has the potential to increase transparency in public administration by making it easier to relay information of activities to those being governed (Drüke 2007). Our minds as humans are very complex. Our brains are unique and have functions like helping us create memories and use our imaginations. Our imagination allows us to think of alternative endings for situations ultimately making them better or worse. When we expand our thoughts we sometimes change situations to the point where our mind overexaggerates what we were imagining. In some instances our imagination can stretch situations to the point where they become unrealistic. Imagination has the ability to overcome reason, as it can enlarge little fears or cause new ones.

The main aspect of ICT adoption in Saudi Arabia has been online service provision such as e-learning and e-trade. Through providing services online, organizations have been able to reach out to a wider market, specifically the international market. The internet has been able to break down geographical barriers that in the past hindered trade and interaction between and among countries from different geographic regions. Secondly, online services have enabled organizations cut operational cost significantly and thus enhance the financial performance of such organizations. In addition, the internet has enhanced communication between organizations and their customers, irrespective of their location and in real time (Al-Gahtani, Hubona, & Wang, 2007)
