One of the wicked problems or super wicked problems that human faced recently is climate change, this issues is no longer environmental issue but it is shifting to broader aspects such as political, socio-economic and policies frames. According to Australian Public Service Commission (2007) Climate change is been categorized as wicked problem because there are no clear definition, it have many interdependencies and multiple causes and there are no clear solution to tackle the problems, it also need behavioural changes from all stakeholders. In fact climate changes are highly complicated issues because it is related with almost everything in human life and natural environment systems. Both of carbon pricing method have weaknesses, for example in carbon tax the emission of CO2 from every productions is difficult to measure. While on ‘cap and trade’ method the weakness is how to determine the limit of CO2 emissions. Despite the disadvantages of those methods it also have many advantages. Carbon pricing could increase the amount of money to solve some of environmental issues, it could also provide incentives to environmentally friendly productions. The carbon pricing could provide the lowest-cost emission reduction and could increase the investments on low-carbon technologies. Some of the success story on carbon pricing is EU-ETS (European Union-Emission Trading Scheme) with German as a leader in this policies. However, the question arise for developing countries could the same processes applicable in the developing nations? The answer may be not? Because most of developing countries are pursued for economic growth with high complexity on political interests. Contrary, the EU-ETS could work due to the stability of economic condition in Europe and most of the countries there are developed
