The surge with colleges and universities in the U.S. operating overseas campuses continues to increase. For decades, the growing demands of higher education have fueled the interest of institutions across the world to internationalize programs studies currently offered at main campuses. The term internationalization has been used since the 1980 to indicate "process of integrating an international, intercultural, and global dimensions into the purpose, functions (teaching, research, services) and the delivery of post-secondary education" (Knight, 2003 p.2) Institutions must remain competitive and afloat of ‘higher education" trends and practices. institutions that are opening campuses abroad are private, although globally most on U.S. schools opening IBC 's tend to be public (Lane & Kinser, 2011a). The American Council on Education model "Comprehension Internationalization" aligns the mission of institutions with globalization initiatives, policies, and programs. Comprehensive internationalization, a concept developed by ACE, is a strategic, coordinated process that seeks to align and integrate policies, programs, and initiatives to positions colleges and universities as more globally oriented and internationally connected institutions (Olson, Green, and Hill 2006). ACE recommends institutions concentrate on six essential areas before exploring opportunities to globalize their respective academic programs: 1. Articulated Institutional Commitment by ensuring institutional mission and key stakeholders promote and support internalization, established "Key Performance Indicators" required for goal setting, and accountability measures, 2. Administrative Structure and Staffing consistency of practices and operations of personnel responsibilities for overseeing and managing internationalized campuses and activities, 3. Curriculum, Co-Curriculum and Learning Outcomes affording universal learning opportunities for students indicating academic courses, research studies and program designs. 4. Faculty Policies and Practices influencing the development of comprehensive curriculums, student learning, cultural awareness, and ongoing training for faculty. 5. Student Mobility promoting domestic and international study aboard programs with efforts to support education and cultural exposure. 6. Collaboration and Partnership creating mechanisms for institution expansion and collaborations strengthening global partnerships "Brian Circulation".
