Introduction
Virtually unknown guardians of the cities surrounding them; hidden homes for many species of fish, plants, and animals; as well as a unique recreational area to locals and a helpful attraction for tourism—the wetlands have an immeasurable and unrecognized value to our society. Wetland mitigation began a popular movement in the late 80s with a no net loss goal; however, the agencies in charge are far from close to this goal.—Sadly, the wetlands are disappearing at an overwhelming rate; according to Esty, the US is losing about 60,000 acres of wetland annually (Esty).
Although efforts behind wetland mitigation are meant to be positive, the enforcement of wetland mitigation is failing to show positive results. With so many wetlands disappearing there has to be a flaw in the mitigation system. Considering mitigation is supposed to prevent development on wetlands, why is it still happening regularly? One main reason is how easy the mitigation process has become for developers.
When an individual wishes to disrupt the ecosystem of a wetland area, it begins a chain of events referred to as wetland mitigation. This process begins after a site is chosen for development that is considered protected by section 404 of the United States Clean Water Act. Before construction can begin, a qualified group, referred to as a permittee, is assigned the duty of determining a way to avoid filling or dredging the wetland area. If there is no other solution then the permittee begins discussions of compensatory mitigation. The developer may choose to build a new wetland area, maintain an existing wetland, or restore a former wetland to lessen the effects his project has on the environment. . I live in Houma, Louisiana so I have tons of experience with the bayou region of South Louisiana. Everywhere I look in Houma there is a bayou, which is a good and bad thing. With a bayou comes many great things such as Egrets, Spanish Moss, etc. The bad thing about seeing many bayous is that it is a constant reminder that one day, Houma might be a part of the Gulf of Mexico. Also my dad’s side of the family is from Chauvin and Golden Meadow which is not too far from where the real damage of eroding wetlands is. I go down to Chauvin sometimes to visit my Nanny and her husband. I always see houses on stilts because of possible flooding that could come if a hurricane passes through. One of the issues that Mike Tidwell caught my interest was that the wildlife in bayous will one day be diminished into smaller numbers. That is because the eroding land causes brown shrimp, crabs, and other seafood to die out. Many residents in South Louisiana make a living off of seafood so to have most of that industry die out will hurt the economy of South Louisiana. I just found this issue very interesting.
Conservation banking was modeled after the U.S. wetland mitigation banking system and the two programs share many similarities. However, unlike the wetland mitigation system, conservation offsets do not have a stated ‘no net loss’ goal, but instead have a species recovery goal. Both conservation and wetlands mitigation banks are privately or publicly owned lands which are protected and managed for its ecological value. By doing this, the bank sponsor generates habitat or wetland or stream credits to sell to developers or transportation departments who need to offset their impacts and comply with the legal requirements for the permitting of development or roadway projects. Both types of banks offer benefits to both the landowner that owns the natural resource and the developer that needs to purchase the credits. The landowner can take portions of their property that may have been considered unusable and turn it into an asset. The developer can streamline their permitting process by purchasing credits instead of implementing a mitigation plan themselves.
Fifty percent of the original wetlands doesn’t even exist today. The water supply in the Everglades is changing and that has affected the Everglades in many ways. For one, population is decreasing and mankind needs to restore it somehow. Next, the Everglades are in need of some money to do that restoration, but where will they get it from? Last, the water supply is poisoning the humanity around it with much bacteria and many bad and dangerous elements. The Everglades water supply affected it in fixing the Everglades and wildlife.
Perhaps the most devastating disregard of the Fraser Valley’s biodiversity was the draining of Sumas Lake to create farmland, resulting in the loss of habitat and the extirpation of endemic species. As it was originally intended to be, the Fraser Valley was a “perhaps unparalleled ecosystem” (Rosenau, p. 55), with bountiful wetlands and remarkable biodiversity. The European settlers 150 years ago considered it to be “wasteland” (Thom, p. 172), certainly uninhabitable and a breeding ground for mosquitoes, so the most logical thing to do would be to drain the body of water once known as Sumas Lake...
Westfields, a medium sized wetland region, is located on the outskirts of Limerick city and within the floodplain of the River Shannon (CAAS (Environmental Services) Ltd., 1999). Wetland regions are broadly defined within the Ramsar Convention (1971, 1), as, “areas of marsh, fen, peatland or water, whether natural or artificial, permanent or temporary, with water that is static or flowing, fresh, brackish or salt including areas of marine water, the depth of which at low tide does not exceed six metres.” Identified as some of the most diverse habitats on earth, wetlands are also under severe threat, with a “10% decrease in their area occurring worldwide between the years 1990 and 2006” (CORINE, 2006). Westfields is no exception. Known worldwide for the diverse flora and fauna, in particular avifauna, that are present, the area has seen a dramatic decrease in size from its traditional expansive domain to a present area of twenty-six hectares. Thus, this essay aims to examine in detail the biogeographic merits of these declining wetland regions in particular Westfields, record the current condition of this particular wetland, and explore potential ideas for future conservation.

The effects of erosion and loss of marsh land in the Southern United States has devastating consequences to all of these benefits, both local and national. The loss of land can mostly be attributed to subsidence, erosion, and severe weather events. The USGS reports that a total of 118 square miles of land has been transformed to new water areas in a 9,742 square mile area from the Chandeleur Islands to the Atchafalaya River. This land loss is from fall of 2004 to the fall of 2005, after Hurricanes Katrina and Rita (USGS, February 2006).

It all started back in 1989 when Home Savings of America announced to build a giant new community consisting of 3,050 homes, two schools, two hotels, two golf courses and 400,000 square feet of commercial and industrial areas on the 5,400-acre Ahmanson Ranch located at the eastern end of Ventura county, adjacent to Los Angeles County. Even though the Ahmanson Ranch has been owned by Home Savings of America since 1963, the nature remained undisturbed all these past years. The ranch has become one of the important habitats for barely surviving native organisms including threatened or endangered species. For this and other important reasons, an organization, Friends of Ahmanson Ranch, was formed to stop the development with the support from other environmental organizations, local legislatures, politicians and public. Almost seven years have passed since the beginning of this issue, but the conflict still remain unsolved. What is interesting about this issue is the diversity in the reason which the Friends of Ahmanson Ranch claims for protecting the Ahmanson Ranch from development. They point out a variety of reason, and they are not necessarily environmental opinion.
...n, the Louisiana wetlands are an extremely valuable asset to the State of Louisiana and the United States. The continual loss of Louisiana wetlands has the potential to have an immensely negative effect on the economy at a state and national level. Over 2 million people live in the Louisiana coastal parishes (Field et al., 1991). The majority of people living on the Louisiana coast make their living from things that are directly related to the wetlands. The Louisiana wetlands make up the largest wetland community in America and is being lost at a rate greater than the other wetland communities in the country. The suggested strategies that are being taken into consideration could be helpful but it seems that the State of Louisiana is not as concerned as it should be given the future consequences and much like climate change coastal erosion is not being taken serious.

Most people think they know a wetland when they see one, but the delineation of wetlands for the purpose of granting permits has proven enormously controversial. According to the Environmental Protection Agency (EPA), an area is defined as a wetland when a combination of three technical criteria are met: Wetland hydrology (land that is saturated within 18 inches of the surface for more than seven days per year), Hydrophytic vegetation (a list of plants that will thrive in wet areas), and Hydric soil (mucky and peat-based soil). The continual destruction of these valuable lands is due mainly to farmers, oil and mining interests, and development groups (Russel, p.36). It is estimated that 30-40% of the original wetlands in the United States have been lost, and about 300-400,000 acres are destroyed each year (Hollis, p. 36). Recent concern has led to an increase in wetland restoration and creation to reduce the impacts of activities in or near wetlands, compensate for additional losses, and to restore or replace wetlands already degraded or destroyed (Nicholas, p. 39).
