Facilities Operations and Maintenance A site-based administrator has a variety of responsibilities concerning the financial aspects of Facilities Operations and Maintenance. On a day-to-day basis, a principal might find him or herself working closely with the bookkeeper to oversee the budget, addressing the needs of custodians, attending to school security and safety, as well as monitoring energy use. Some facets of Facilities Operations and Maintenance, such as energy bills, are controlled directly by the school district while others, such as budgeting for custodial supplies, are in the hands of the principal. The tentative budget for Wesley Chapel High School for the 2015-2016 school year is $42,848.00 based on an ADM of 1,646 students and 93.40 instructional allocations (McKinney, L., personal communication, June 29, 2015). The principal must divide the budget to cover funding for supplies and equipment for each school department such as English, Math, ESOL, etc. as well as for guidance counselors, administration, and custodial needs. Wesley Chapel High School also maintains an extra basic funds account that can be used at the discretion of the principal to cover special teacher requests. The custodial budget must also cover replacing keys, broken locks, and broken glass. McKinney notes, however, that desks, overhead projectors and other classroom equipment, are covered by a different part of the budget. Outdoors, Pasco County does not contract out for lawn maintenance so the custodial budget must also cover lawn equipment and custodians are tasked with maintaining the grass and various plants at the school. When it comes to sports fields, however, many coaches prefer to maintain them themselves. While the school district is responsible for the salaries earned by the custodial staff, it is the principal and plant manager who determine when the custodians will work (Hetzler-Nettles, C., personal communication, July 2, 2015). Average Daily Membership (ADM) determines the number of custodians allocated to each school as well as the number of custodial hours that the district will fund.
