On 03/17/17 I was contacted by Deputy Garrison in reference to a Use of Force that occurred on a traffic stop in the 8100 Block of Highway 161. I responded to Deputy Garrison’s location and made contact with him, Deputy Blocker and Deputy Crim. Deputy Garrison said during the course of Deputy Blocker’s traffic stop the driver of the vehicle, Brandon Moragne, was removed from the vehicle for suspicion of DWI. After SFSTs were conducted it was determined that Mr. Moragne was not impaired. Mr. Moragne was instructed to remain at the front of Deputy Blocker’s patrol unit while his passenger, Rashard Willford, was contacted. An ACIC check on Mr. Willford revealed he was an active probationer with a search waiver on file. Deputy

I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp.

The New Jersey Attorney General’s Use of Force Policy was first put into operation in April 1985. The purpose of the policy is to serve as a guide for police officers who are confronted with use of force situations during their duty to preserve the law and protect others. This essay will provide a summary of the policies and practices of New Jersey’s Use of Force Policy. An evaluation of these components will be presented with emphasis on the legal sufficiency of the policies and procedures. Policy strengths and weaknesses will be identified in addition to suggestions for improvement. This essay will conclude with examples and the associated issues of less-than-lethal technologies (“Use of Force,” 2000).

He actively grasps her jaw, holds her down, and ends up making her mouth bleed. When people read this story for the first time, they could see the doctor as a cruel person who does not care for the well-being of children, or even that he does not like children and wants to hurt them. Growing up in Haiti, I witnessed many instances of coercive, or excessive, tactics by authority figures. When a child would commit a crime, many times all of the kids in the neighborhood were punished, even if they had no part in or knowledge of the wrongdoing. Police officers and other government agents sometime exceed the appropriate level of authority they are authorized to use.
