United Nations Reform
Many of the UN's functions and responsibilities have come under weighty circumstances. For example, the delegation of revenue to it's ramifications and the standard of which “who” will “maintain” a seat on the security counsil are two of the main topics. First off, financing the United Nations 15 specialized agencies, the UN itself, and roughly 9,000 staff members (of which 40% are of professional grade) with the “Regular Budget” is a problem that continues to be a major threat to the continuation of the UN for two reasons: Some of the larger industrial countries, such as the United States and Russia, have been with-holding a portion of their assessed contribution due to their dissatisfaction with certain aspects of UN administration. The concern also exists that since all members must pay in U.S. dollars which are earned strictly through trade, the United States indirectly causes many developing nations to fall behind on payments. Secondly, the struggle just to maintain one of the two year seats on the SC has been a major concern. A yearning for a permanent seat on the SC has been expressed by many more countries.
The European Union (EU)stated on April 9, 1996 that it feels strongly that the
United States should not collect anything off of the UN because it is not contributing what it is supposed to. Many third world nations, such as Indonesia and Chile, are frightened by the attempts at cutting the UN's budget.
Most countries feel Japan deserves a permanent seat on the Security Council.

The nation of Japan is going against what would normally be expected of us. We are not following along in the trail left by the United States in the ongoing struggle for the United Nations financial reform. Instead we hold ground in that everyone should pay their assessment. The Japanese government believed that the only way to solve its economic and demographic problems was to expand into its neighbor’s territory and take over its import market, mostly pointed at China. To put an end on that the United States put economic sanctions and trade embargoes. We believed that if we cut off their resources and their source of federal income than they would have no choice but to pull back and surrender. But the
Japan led a ruthless assault in the Pacific for fifteen years. This small island was able to spread imperialism and terror to neighboring countries through means of force and brutality. Japan even attempted to combat and overcome European and Western countries such as Russia and the United States. Even with an extreme militaristic government, Japan was unable to achieve the glory it was promised and hoped for. In 1900 Britain was in many respects the world’s leading nation, enjoying a large share of world trade, a dominant position in the international money market, and possessing a far flung empire supported by the world’s most powerful navy. Japan was a complete contrast, sharing with Britain only the fact that it too was a nation of Islands lying off the shore of a major continent. Until the 1860s it had possessed a social and economic structure more akin to that of feudal, rather than twentieth century, Europe. By the 1990s, the positions were almost reversed. This paper sets out to examine the contrasting democratic political systems of the two nations and to explore the social and democratic consequences of the changes that have occurred.

Since the Japanese population was already in such a low position in society, taking advantage of their circumstances was easy for the government. The Japanese found themselves having to defend their presence in a country that was supposed to be accepting; this also happened to the Chinese before the Japanese. (Terry, 2012)

Both the political status and the power that the Japanese emperor holds has changed over the centuries, as has the public perception and understanding of both these tools. The Emperor’s lessened role in controlling the country, specifically through the government/ other legislatures and the growing familiarity and involvement with the Japanese citizens outside the Imperial family – a status that has drastically changed in the modern era.

Fifty-eight years after the signing of the Charter, the world has changed dramatically. Its universal character and comprehensiveness make the United Nations a unique and indispensable forum for governments to work together to address global issues. At the same time, there remains a large gap between aspiration and real accomplishment. There have been many successes and many failures. The United Nations is a bureaucracy that struggles – understandably – in its attempt to bring together 191 countries. It must come at no surprise, therefore, that a consensus cannot always be reached with so many different competing voices.
1. As far as peace keeping methods go, the reputation of the United Nations is very pitiable. This is not only because they have not been doing their job to it’s fullest extent, but also because the member states on the security council haven’t given the UN the power it needs if it is to be a successful force in peace keeping methods.
Due to the ignorance of the Japanese government, citizens from damaged countries are enraging. The mayor of Osaka, Toru Hashimoto, commented that Japanese military sex slavery was necessary during that time of period in order to reduce rape in local inhabitants. This statement enraged its neighbors. People could hardly believe that an official governor said that it was essential for whatever reason he has. Even though it was just a remark from a mayor in Japan, it provoked unbridled fury from other countries and even local Japanese women (Funakoshi). Fifty-one countries established the United Nations also known as the UN on October 24, 1945 with the intentions of preserving peace through international cooperation and collective security. Over the years the UN has grown in numbers to include 185 countries, thus making the organization and its family of agencies the largest in an effort to promote world stability. Since 1954 the UN and its organizations have received the Nobel Peace Prize on 5 separate occasions. The first in 1954 awarded to the Office of the United Nations High Commissioner for Refugees, Geneva, for its assistance to refugees, and finally in 1988 to the United Nations Peace-keeping Forces, for its peace-keeping operations. As you can see, the United Nations efforts have not gone without notice.
