How can Lei apply the four-step control process outlined in the text to address the problem of misreporting hours.
One of the main tools Lei has at her disposal is the Bureaucratic Control System; she can use the four-step control process to resolve the problem of misrepresentation concerning the hours worked with Sandwich Blitz employees. To further expand on these steps and show how Lei may use each step, each one is explained in detail below.
In order for Sandwich Blitz to implement, the four-step Bureaucratic Control System process Lei will have to extensively, revise the employee handbook. Lei should have a contrast and comparison of what other companies have contained within their handbook and use it as a guideline and template. All rules need to be stated clearly and must be concise with punishments, if rules are broken. Lei may want an attorney to review it for legal matters and for possible future lawsuits.
Contained within the handbook, Lei should state what employee expectations and proper conduct are, with a timetable for employee reviews and what appropriate balanced scorecards are used for employee file archiving and recordkeeping. The handbook should contain all aspects pertaining to work related matter such as; time scheduling, tardiness, sick days, and how to cover a shift if someone is absent. Performance reviews are commonly recorded with three types of sources: Written reports, Oral reports, Personal observation. These should also apply with supervisors and management reviews.

Each employee is to hand write in their own hours each day they work then sign and date the timecard at the end of each time period. I noticed on my first day at the company that almost every employee had signed their timesheet and dated it the last day of the pay period even though they had not completed their timecards or worked the hours. Some of the employees even went as far as completing their hours with their scheduled hours instead of the hours worked. Now this may not seem like that big of a deal however, what if the employee ends up missing a day and forgets to adjust their timesheet then allowing them to be paid for hours they did not actually work. Or in the case I witnessed the employee worked more hours and then went into overtime but didn’t want to be paid overtime pay and was trying to figure out how to adjust her timesheet to reflect the extra hour of work.
