Unemployment Effect on Disability Fraud (State of California)
Who: Disability applicants in the State of California
What: It is our hypothesis that if the unemployment rate increases, the fraudulent disability claims will also increase.
When: A total period of eight years; almost three years before and five years after the housing market crashed at the end of 2007.
Where: State of California
Why: For the past few years, Social Security Administration, Cooperative Disability Investigative Units in the State of California have seen an unusually high volume of fraudulent disability claims. These fraudulent claims have eroded the integrity of SSA programs, as well as posed serious depletion to the Social Security funds which are reserved as the safety net for the truly disabled people.
Desired Outcome: This study will demonstrate that the fraudulent disability claims will increase as the unemployment rate increases in the State of California.
Hypothesis: Research Hypothesis-If the unemployment rate increases, the fraudulent disability claims will increase. Null Hypothesis- Increase in unemployment rate has no effect on fraudulent disability claims.
Level of Measurement: Interval/Ratio. The number of people who filed for unemployment and fraudulent disability claim investigations that were opened will be tallied quarterly.
Independent Variable: Unemployment data
Dependent Variable: fraudulent disability claim investigations opened.
Instrument used to measure results: Bureau of Labor Statistics Data Base, the Social Security Association/Office of the Inspector General Data Base and Employment Development Department for the State of California Data Base. These Data Bases are the in...

Actions: In response to the confirmed outcome, a recommendation for increased investigations on applications will be submitted to Office of the Inspector General. We propose that increased fraud detection measures be trained to line staff and implemented throughout the agency. These measures will deter applicants from falsifying information on their disability claims.
Cost vs. Benefit: The cost vs. benefit analysis clearly shows that the long-term benefit outweighs the cost of investigating fraudulent claim activities. Although a commitment to allocate resources is required to implement the changes proposed, in the long run the benefit of implementing the proposed fraud detection measures will discourage fraudulent activity and ultimately save the agency a substantial amount of money.

Welfare is intended for families or individuals that are in need of assistance with no or little income. For those who do not know, Welfare funds come from hard working individuals that are required to pay taxes. Now we wonder, are the tax payers’ hard earned money going to the right deserving recipients? Welfare fraud is on the rise in this country. Many are taking advantage of the system taking away the help that is meant for people that truly needed help to provide for their families or people that need assistance until they can stand on their own feet. Statistics clearly show that “785,000 to 1.2 million families are illegally receiving welfare benefits. At the average rate of $11,500 per year, this means taxpayers are being scammed out of roughly $9 to $13.5 billion dollars every year” (User, par. 4) that is $13.5 Billion dollars of the tax payers hard earned money that is going to the wrong people that do not deserve it. What are the types of Welfare fraud that are being committed in the United States that our government needs to pay close attention to? To start, hopeful recipients will intentionally give false information about their household income to qualify. Some will sell their food stamps also known as Supplemental Nutrition Assistance (SNAP). Also, illegal and misuse of Electronic Benefits Transfer (EBT) is one of the problems our Welfare System is facing today. All three are considered illegal and these type of activities need to be stopped immediately. People that are in need should be given the assistance they desperately ask for. The System should re-assure tax payers that their hard earned money is going to the right recipients and is not going into the wrong hands.
The United States Government has pumped more than $3.5 trillion U.S. taxpayer dollars into welfare but, ironically, the poverty rate is higher than when they started (Tanner, Welfare Reform). This outrageous amount of money proves that welfare will lead United States into debt. The original intent of current welfare benefits has failed; therefore the national welfare system must be reformed. To fully understand how to reform the welfare system Americans must know what the history of welfare is, illegitimate births’ obvious connection to crime and welfare, how welfare has failed to keep the poverty rate down, the great problem of dependency, and finally what reforms must be made. Welfare reforms will greatly help this Nation become stronger and have a more secure future.

The United States’ welfare system is designed to help its citizens live regular and full lives with all the opportunities that higher class citizens are exposed to and to help the unemployed look for long-term work so financially, they can become stable. This assistance is very beneficial (especially to the lower class) but annually, thousands of cases of welfare fraud are committed. The poor do not realize that this program does them the favor and is not a requirement by the government. The welfare system is a great assistance to the needy but these programs do not enable the receivers to become motivated to get off the program; instead it makes them more dependent towards the welfare system and receivers tend to want more and more assistance as time goes on. If welfare fraud continues to occur, the United States should let the people that absolutely need it receive their assistance regularly and target those who need it less and make the qualifications for welfare more complicated and tedious so to make it harder for those to receive welfare benefits, to help prevent welfare fraud, and to make people less anxious to apply for welfare if they don’t need it as much.

Presently, many Americans today who are on government aids, but most of them abuse that help that is giving. Many American families in the United State who apply for welfare; dishonestly apply and use the aid for other uses besides what it is intended for. From personal experience, growing up in Texas with my mother being a single parent, the government assistance was needed. Recently the state of Florida passed a law that would require applicants who are applying for welfare to undergo a drug test. A similar was passed couple of years ago in the state of Michigan, but this law was shot down by the supreme court of the United States stated that it violated the 4th amendment. Public Assistance Drug testing law should have been a federal law years ago because the drug epidemic has been going on for years; government aid was being used to that purpose by some Americans. Public assistance is needed to help individuals with financial difficulties for a temporary time; however, restrictions must be placed on the recipients. States should control benefits, offer diverse assistance, and monitor drug use. There are many states, like Georgia, who want to put a law in place like Florida and Michigan because the abuse of government assistance goes far beyond drugs. Yet there are many support groups that are against this law with going back the 4th amendment.
The welfare system in the United States has had many problems arise in recent years and there has been nothing done to try and fix these issues. Welfare is supposed to be a financial boost for people who are struggling to survive by themselves. However, there are many people trying to take advantage of the system and use the money provided by the government for certain items that are not necessary to live. The other major problem is with the inefficient government that is so divided ideologically that nothing has been done to repair the system because both parties believe that their ideas are more effective than the others. In order to resolve the ongoing dispute of the welfare system, changes to the process of screening recipients and how the government conducts changes to the system have to be made.
