In understanding how Mrs. Flowers become a foster parents was when the parent(s) of her grandchild and great-grandchild was unable to care for them. The grandchild was in Mrs. Flower’s home prior to becoming a foster child because the mother was working and needed help transporting the child to and from daycare. The child was later removed from the mother home due to neglect. The child was placed into a non-kinship foster home. The Mother and Grandmother Mrs. Flowers was able to get the child back. The child stayed in foster care in Mrs. Flowers home (Kinship). The Mother got ill and could no longer participate in the child life. The grandchild was with Mrs. Flowers from the age of 1 years old. In the observation there were 14 other foster parents in attendance, 10 foster parents were non-kinship and 4 were kinship foster parents including myself. In observing we discussed the transition of children coming into foster care for the first time vs. long term instability of placement. A lot of the children are confused they are unaware of the wrong their parents have done to be removed. They become scared or fearful because the home they are placed in can be a stranger. Not all children go to kinship homes. Some children come into foster care with insecure detachment or the inability to eat, sleep or be normal functioning children. In learning that bonding and attachment of a mother/ caregiver and child during the first five years of the child’s life is important. That a child who is abused or neglected by parent or caregiver will form Insecure disorganized disoriented which is confusion about approaching or avoiding mother/caregiver, upon reunion acts confused and dazed (Site This). The foster parents in the training did not say much but when spoken about daily stressor of a child towards acceptance we had the same idea of trying to make the foster home as comfortable as possible. There should be studies conducted in a law and society field because I barely found any that could help me with my topic. Other factors are studied like drug addicted parents in the child welfare system, transitioning of children who are living with a chronic illness and training in which can help foster parents. I felt would lead me off of permanency planning. The success rate of permanency planning for the child welfare system has implemented permanency planning in a new way in practicing the goal change method and having appropriate age children participate. The case planner continues to let me know that there are training for youth and teens to learn skills, therefore when they age out of foster care they will obtain stability within the lessons that was taught to them. There was no current research that I could find that explain New York State permanency planning as was spoken to me in the interview. By conducting a five year or seven year age out study in New York State future researchers can use fresh knowledge as well as information to help answer important questions. While conducting the interview I felt that permanency planning was working and it was documented but no one has yet to do research. The lack of information within New York State gives a perception that permanency planning is not working or another perception that this
“About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford). These children are being placed into foster care so that they can get away from home abuse, not so they can move closer towards it. The foster children’s varied outcomes of what their adult lives are is because of the different experiences they grew up with in their foster homes. The one-third of those other foster children usually has a better outcome in adult life than the other two-thirds, which is a big problem considering the high percentage of children being abused in their foster homes. Although, the foster care system has most definitely allowed children to experience the positive home atmosphere that they need there is still an existed kind of abusive system in the foster care program that is unofficial but seems to be very popular. Foster care focuses on helping children in need of a temporary stable environment; however, foster care can have negative impacts to the children and the people around them concerning the foster child going through the transition, the parents of the foster child, a new sibling relationship, and problems that arrive later influencing the foster child long-term.

Foster care is the placement for children outside the custody of their parents or legal guardians after court finding that the children have been abused or neglected. The court may also find the child to be a person in need of supervision or have committed delinquent acts. The foster care is a social service system with many component parts and complex interrelationships between those parts (Downs, Moore and McFadden, 2009, p.274).
Problems in the society such as poverty, homelessness, unemployment, substance abuse, HIV/AIDS, unequal education, family and community violence, and racism all can affect families and impact child welfare and the system itself (Chipungu and Goodley, pp. 76, 2004) There is often a incongruity between the services being offered to children and families in foster care and what they actually need. One example that Chipungu and Goodley (2004) made was birth parents being offered training and counseling when services such as housing assistance and childcare are more critically needed but not available (pp. 79).
The concept of aging out of foster care is referred to those children who are within the state foster care system and who are still in the system upon reaching the age of eighteen, twenty-one or have graduated from high school (Craft, 2014). The causes of children aging out of the foster care system is usually due to the children not finding a permanent home with an adoptive family, or the state for some reason has not reunited the child with his or her birth family before turning of age. Each state has a different regulation on what the age should be when a child ages out of the system. Many children are not ready to make the transition of being out on their own, therefore, some states have moved the age up to 21 years instead of 18 years (Craft, 2014). If the foster parents or parent chooses to keep caring for the child after he or she ages out, then the child is able to stay in their foster home until he or she is ready to make that step and move out. It is important to realize when a child is taken from his or her biological parents and placed in foster care, the child is faced with a wave of different emotions. According to C. Craft in her article, Understanding Grief and Loss in Children, Kubler Ross’ well known stages of grief described as denial, anger, bargaining, depression and acceptance”. Children that are placed into foster care experience many of the five stages of grief. For a child, loss can include more than just being taken form their family. To a child losses are anything that is of importance to the child such as their pets, home, school, friends and their belongings. As adults, we may not realize and overlook the small things in a child’s life as a loss. Although there is no one way to help a child grieve, it is important for foster parents to have different tools to help a child through the grieving process. (Craft, 2016).

Addressing the needs of children in foster care has been an issue that has tried to be addressed in many ways. In 2001, approximately 300,000 children entered the foster care system, with the average time spent in placement equaling 33 months (Bass Shields, & Behrman, n.d.). Statistically, the longer a child is in the foster care system, the greater number of placements they will have, and instability increases each year (Bass Shields, & Behrman, n.d). I recently read a novel by a girl who was placed into the system at age two, and by age 12 she had already experienced 14 different placements (Rhodes-Courter, 2007). Low educational achievement for foster youth was a pressing concern. A study completed by Ehrle and Geen (2002) using a phone survey of 44,000 foster care providers across the United States found that 55% of voluntary kinship care providers did not have a high school degree, this indicated that may care providers lack the knowledge and understanding to help foster youth be prepared academically. After studying over 1000 foster youth Pecora et al (2006) found, about one third of all foster youth repeated a grade in school. In addition, Vacca (2007) identified reasons that foster youth struggled in the school setting. “Foster youth will typically not have any consistent parent advocacy or representative in the creation and implementation of the educational plan for graduation” (p. 67). With primary and secondary education a struggle for foster youth, it was no surprise that higher education was not something foster youth had been prepared for. This is an issue that is largely ignored by society and most importantly the government. Without the foster system, children would be left abandoned and forgotten by all. The foster system provides thousands of homes for foster children each year, with parents that can give them what they need. But, foster care in America is inadequate for all American foster children and needs to be improved. To many outsiders, the foster care system may appear to be a safe haven for those children that are abused or abandoned by their birth family. This is correct, but the system with which it is based, has many flaws. A background check is mandatory for all foster parents, but a test to see if a child 's temperament matches that caregiver 's parenting style, is not. Now, this is seen as a minor issue, but there is not enough evidence to support this. Plus, there are many other, much worse reasons, why the system is not perfect. Altogether, the foster care system and a multitude of its rules are flawed and may actually be negatively affecting foster children.
