On 4 March 1994 the OFAC issued the opinion to Mr. John S. Kavulich II, who subsequently became the president (non-compensated) of the U.S.-Cuba Trade and Economic Council. The opinion stated that a United States business or individual subject to United States law may make a secondary market investment in a third-country business which has commercial dealings within the Republic of Cuba provided that the investment does not result in control-in-fact of the third-country business by the United States investor and the third-country company does not derive a majority of its revenues from business activity within the Republic of Cuba. Secondary market investment that falls short of a controlling interest in such a business is not prohibited.
The United States and The Soviet Union were originally joined together by the want to defeat The Nazi army, in 1941-1945. The alliance remained, and strengthened, among the two until the end of World War II. At the end of World War II, a rupture between the two occurred. The differences began earlier, but there was a straw that broke the camels back. The reason The United States and The Soviet Union’s alliance did not work out is because The Soviet Union and The United States were complete opposites, The Soviet Union proved to be faulty, and they were never truly allies.
Tensions between the United States and the Soviet Union had started since the early conference in World War Two and increased further at the War’s conclusion. These tensions developed further during the Berlin Blockade and Airlift during 1948 and 1949, China becoming communist in 1949, and the Korean War between 1950 and 1953. The events, have been labelled as the early crisis of the Cold War between the United States and the Soviet Union, and greatly increased tensions between the two superpowers and further led the countries into a Cold War.
Moreover, economic interdependence promotes peaceful trade between countries since it is beneficial and avoids war at all cost. For example, “China’s economy is thoroughly integrated in this complex interdependence global economy,” thus it would be suicidal for China to start war (Wong, The Rise of Great Powers, Nov.18). China free trades with the Association of Southeast Asian Nations (ASEAN) and has developed a profitable relationship that led to trade surplus (Kaplan, pg.3). As a result, starting conflicts with the ASEAN will threaten the Chinese economy because it will drastically impact free trade and will cause a downfall in profits. The possibility of war between China and United States is remote because China would rather benefit from resources such as, security, technology, and market that United States provides (Wong, The Rise of Great Powers, Nov.18). Although economic power shifts to China, United States provides security because it has always been the dominant hegemony; therefore, it has a better and powerful economy (Green, pg.34). It is evident that China’s economy is rapidly increasing, but it still has no interest in being the head hegemony and therefore does not challenge United States. That being said, countries choose to avoid conflicts with United States or their trading partners since it will negatively impact their markets and investments.
The United States embargo of Cuba has its roots planted in 1960, 53 years ago, when “the United States Congress authorized President Eisenhower to cut off the yearly quota of sugar to be imported from Cuba under the Sugar act of 1948… by 95 percent” (Hass 1998, 37). This was done in response to a growing number of anti-American developments during the height of the cold war, including the “expropriation of United States-owned properties on the island… [and] the Soviet Union [agreeing] to purchase sugar from Cuba and to supply Cuba with crude oil” (Hass 1998, 37). Bad sentiments continued to pile up as Cuba imposed restrictions on the United States Embassy and especially when, after the United States “officially broke off diplomatic ties with Cuba, and travel by United States citizens to Cuba was forbidden ... Castro openly proclaimed his revolution to be ‘socialist’” (Hass 1998, 38). The day after this, the Bay of Pigs invasion occurred, but it failed in its job to topple Castro (Hass 1998, 38). Left with no diplomatic options and a failed military attempt, the United States decided that the only way to end Castro’s socialist regime was to sever all ties, and from 1961 to 1996, a series of acts were passed prohibiting the majority of trade and interaction with Cuba. Origins for the cooperation amongst powers necessary to tackle international disputes can be traced back to the 19th century, however the formation of the League of Nations was eagerly prompted by the First World War. After the horrors in which the world observed, leaders merged together and rejoiced in the potential for a new international system. The League of Nations foremost objective was to secure peace through collective efforts of ‘peace-loving’ powers (Steans, Pettiford, & Diez, 2005, p. 31). President Woodrow Wilson was a lead proponent in the creation of such a body, suggesting it- within his message on the Conditions of Peace- as a means of ‘affording mutual guarantees of political independence and territorial integrity to great and small states alike’ (Wilson, 1918). The following year a detailed scheme was presented at the Versailles Peace Conference and the league was swiftly established with the addition of a permanent secretariat in Geneva. From the beginning of their establishment, the bilateral relations between the United States of America and China have changed throughout the time. The bilateral relations of the two countries emerged from 1970’s with the ‘Ping-Pong’ diplomacy and there have been many pauses in their mutual relations. The US and China enjoyed cooperation in economic and military spheres and the mutual relations grew massively during until the end of 1990’s.
