THE ROLE OF BAITULMAL FOR THE DEVELOPMENT IN THE NEW ERA
INTRODUCTION
Baitulmal is usually known as a charitable institution and a centre of collecting the entire amount from the contribution of zakat and waqf from many sources. Baitulmal in Malaysia usually act as a providing assistance and charitable contribution and donations to the public. Based on the original role of baitulmal, its covers wider role rather than the current concept of baitulmal. In Malaysian context, Baitulmal is limited by the legal constraint and not many of us know about the existence of baitulmal and its function. Usually baitulmal will give some exposure about their job scope and function to other people so that they know when they can refer to this institution, actually.
In the Arabic term, baitulmal is “bayt al-mal” which means house of money or house of wealth. At the early Islam, we can see that baitulmal is the only centre for treasury of the state. And in the historical Islam shows that baitulmal institution, especially zakat has an important role in propel the economy of Muslim people. But now, after a long period, the function of baitulmal getting better and widely used by the Muslim people. Baitulmal responsible for distributing the money and give some donation to those who needy and some of it also distribute to the other place such as mosque, old folks home and also to any orphanage home. The concept of an Islamic state and the establishment of the treasury can not be separated. The word baitulmal itself is not mentioned in the Quran clearly and specifically, but the source of the flow of funds in Baitulmal specified one by one in the Al - Quran.
At the end, we will see either the purpose of the Baitulmal achieve it’s target or not which is to improve the country’s economic development, providing basic needs for the society and want to alleviate poverty in Malaysia. Baitulmal assets are a trust from God and the property of all Muslims. in this case, the caliph or Muslim ruler is trustee must spend dealing with the property for Muslims.
Sometimes people cant help but feel entitled to payment when they make a contribution to a money-making prfit, idea or discovery. The issue is that sometimes, those charities are too small and simple to warrant a reward. Rebecca Skloot’s The Immortal Life of Henrietta Lacks brings up the problem of sharing a incentive, as many members of the Lacks family feel justifiable of a share in the money made from research done on Henrietta’s cancer cells. By writing about the Lacks family and their knowledge with the Hela cells, Skloot’s readers may see eye to eye on the fact that they deserve compensation. Although, when the facts are taken into consideration, it makes sense that the Lacks’ do not receive money for their mothers big contribution to science. Now the social purpose of a gift is to express thanks or, as in ancient times, to solidify a friendship. However, the transfer of wealth upon ones death to loved ones, friends and charities through a legal Will is almost identical to the bestowment of treasure Beowulf exercises upon his death. Andrew Carnegie one of the wealthiest men of the modern era mirrors the Anglo-Saxon gift giving sentiment in his quote, “The kept dollar is a stinking fish…the man who dies rich, dies thus disgraced.” It is interesting that the ideals employed many years ago are still such an important part of modern society. Ideals that transcend the barriers of history are those with the most validity and integration within society.
According to Peter Singer, we as a society must adopt a more radical approach with regards to donating to charity and rejecting the common sense view. In the essay Famine, Affluence, and Morality, Singer argues that we have a strong moral obligation to give to charity, and to give more than we normally do. Critics against Singer have argued that being charitable is dependent on multiple factors and adopting a more revisionary approach to charity is more difficult than Singer suggests; we are not morally obliged to donate to charity to that extent.
Is it more unethical to give only when you get something in return, or to not give at all? Giving is always beneficial, and charitable donations can always be put to good use. Whether or not the donator gets something in return does not change the fact that their donation is helping others. While incentives should not always be employed to inspire people to give, generally, the end results and donations justify the incentives used.
We are privileged to have our own Ronald McDonald House here in Omaha, located at 620 South 38th Avenue in the downtown area. In 2013, the Omaha Ronald McDonald House recycled around 35 million pop tabs donated by local schools, businesses, organizations, and families. Additionally, the chapter holds various fundraisers throughout the year, open to public participation. Due to its locations, it has been colonised since the late 18th centuries by many countries. Since 1965, Malaysia has had one of the best economic records in Asia, with GDP average of 6.5% growth for almost 50 years. The economical development especially boosted during 1981 and 2003 under the governance of Prime Minister Mahathir bin Mohamad. Malaysia succeeded in diversifying its economy from dependence on exports of raw materials to expansion in manufacturing, services, and tourism. Also, the current Prime Minister continues to pursue pro-business policies .
One way the Islamic people help is through Zakat, one of the Five pillars of Islam. This has been collected by the government since the time of the 7th century. These taxes were then used to help give the needy, including the poor, elderly, orphans, widows, and the disabled, a monetary assistance.
The Mamluk sultanate was established in Cairo in 1250 with the defeat of the Ayyubid dynasty and solidifying control of Egypt and Syria. The Mamluks were Turkic slave soldiers and had existed as regimental groups throughout the Ayyubid dynastic area, and were purchased as servants to the state and the overthrow of the Ayyubids by the Mamluks marks the supremacy of the the military slave state in the Islamic world. Mamluk society and rule was largely non-hereditary and presumably implemented to reduce factionalism but in actuality enhanced it as the death of each sultan brought on questions of succession and legitimacy. Sultans were at the mercy of their Amirs, or commanders, both for legitimacy through loyalty and military allegiance and also for the authority to rule. The Mamluk state was largely decentralized as a result, with the Iqta system the representing the primary means of income along with taxation, and a largely disenfranchised native population who due to their non-slave status were barred from administrative or military participation. Rampant factionalism as a result of a military slave state apparatus defined the Mamluk state, at once creating a highly regimented and yet fragmented society.
As the world has recently passed through the global financial crisis that begun in 2008 in the USA with the banks’ collapsing, analysts are giving different opinions and making new economic hypothesizes about the origin of, as well as the process of different countries escaped from the crisis. Among all these new “theories”, the case of Islamic banks is interesting in terms of its nature and consequences. In my essay, I will try to highlight the basic principles of the Islamic finance, the reasons of the restriction of interest, the most important tools used by Islamic banks in economic activities and brief explanation of them, and finally my view point of the probable future improvement of the Islamic financial system.
The Charity Organization Society was based in the scientific movement of organizations. Workers believed that charity work needed more definition and organization and that charity should be focused more on individual need rather than as a whole population. Focusing on individual need was intended to improve relief operations while making resources more efficient. They also intended to eliminate public outdoor relief. With the promotion of more organization and efficiency the new Charity Organization Societies were born. Trattner states that these new requirements for organization and efficiency spread so “rapidly that within 6 years 25 cities had such organizations and by the turn of the century there were some 138 of them in existence” (Trattner, 1999).
Finally, it should be noted that today, most philanthropy is practiced in Great Britain and the United States. The principles of individual responsibility and volunteerism for the good of the people are most strongly abided by in these places. These cultural values have changed little over time for these countries, so while practices and institutions for giving have changed, the intentions are mostly the same.
The overall discussion of risk management based on the Islamic law or maqasid al-shariah. Chapra quotes al-Ghazali in defining maqasid as promotion of “the well-being of the people, which lies in safeguarding their faith, self, intellect, posterity, and wealth (ISRA, 2011). Economic activities are not judged by their inherit risks, but by whether they add value and/or create wealth from an islamic perspective. To makes risk management an imperative for a flourishing financial system, wealth protection is being one of the major shariah objectives.
