Laws that make the lives of the homeless more difficult are meant to decrease the amount of homeless people however they are counterproductive. Many of the cities enforcing these laws don’t have enough affordable housing available for the homeless. Also fines and criminal charges only make the lives of the homeless more challenging when applying for housing. Not to mention one night in jail costs on average three times as much as one night in a shelter. “The US Interagency Council on Homelessness has strongly advised local governments not to enact laws criminalizing homelessness as it fails to increase access to services and tends to create additional barriers for homeless people while also undermining the impact of service providers Building a Movement to End Homelessness).” Criminalization of the homeless sends the message to the public that homeless people are criminals and should not be helped. Under the 1st Amendment protection of free speech homeless people should not be penalized for begging. The 4th Amendment protection from unreasonable search and seizure would support that law enforcement should not be allowed to confiscate and destroy belongings of the homeless. The 8th Amendment protecting citizenship, due process, and equal protection would agree that not taking someone who is a victim of a crime seriously because they are homeless is a violation of their rights. People who are already suffering are now being punished for their disadvantages and because of this they face even more barriers. This paper will explain approaches to resolve the social issue of homelessness in the state of Delaware. It will also explain a few reasons why homelessness should be addressed the correct way to potentially end it. I will describe the correlations of homelessness and health, the crimes involving and against the homeless, and lastly the families subjected to homelessness. A few solutions will be recommended in this paper also to optimistically achieve the goal of assisting the homeless and improving the assistance already given.

People become homeless because of many reasons. Because they are homeless, they have been struggling in every way that human possible can have. In order to get back on their feet, they need help in every way. The homeless population is increasing drastically in society. People who are more fortunate than others should put social status aside and take an action to help homeless people to get back on their feet.

In the word homeless there are two root words, home and less. Home is what most people would define as the place where they live, or grew up. Less, simply means not as much as. When you combine the two together homeless equals someone who grew up in a home that was held to less standards than what they would normally be held up to. For example, someone who is homeless could live in a box, it sounds terrible but unfortunately it is a part of our reality. Not everyone can afford to live in a house, pay mortgage, and all the other expenses that come with the responsibility of owning a house, or home. This is an epidemic in New York, not because of the sheer number of homeless people, but because of the lack of support from the local government. If the homeless do not have a function in society they cannot compete for the resources available, but if we give them back their purpose they will have an equal opportunity to the resources they are due. The homeless- and most people in poverty- are in an endless circle of disadvantage, since there are no jobs available they cannot establish a place of residence and with no place of residence they cannot get a job or show previous work experience. Even if they have the skills that qualify them for a job they will not be able to take the next step and become a valued member of society once more. There are countless laws today that subliminally discriminate against homeless people. One such law was passed in 2014 that made it illegal to sleep in public areas of Fort Lauderdale, Florida. Philosopher Jeremy Waldron and author of the essay “Homelessness and the Issue of Freedom” would view this law as extremely unconstitutional and immoral. Waldron would argue that making it illegal to sleep somewhere takes away the homeless persons freedom to live. I agree with Waldron on the claim that outlawing sleeping in public spaces is unconstitutional because by doing so one is taking away the homeless persons only home. For those who do not have a place to sleep the streets are their only homes. The law banning sleeping in public spaces therefore discretely makes it illegal for homeless people to even exist.

Do you become angry that they are living on the streets? Do you feel frightened and avoid the situation all together? Or do you see these people as human beings and treat them in that way? Dr. Pamela Fischer, of John Hopkins University, studied arrest records in Baltimore and discovered that even though homeless people were more likely to commit non-violent and non-destructive crimes, they were less likely to commit violent crimes against people. (NLCHP) The crimes that these people are committing are necessary to keep them alive. These crimes include sleeping, eating, and panhandling. Making it illegal to perform necessary daily activities in public when homeless people have no where else to go makes it impossible for homeless people to avoid violating the law. A study done in Chicago discovered that ?39% of homeless people interviewed had worked for some time during the previous month?. Countless throughout the streets of Jackson, MS there are homeless people asking for food, money, etc. and some people aid them and others walk away. However, does anyone ever see the other side of the equation? Driving down Gallatin St. one night I saw firsthand the “other side”. Because of this, the issue that my research will cover is homelessness. Homelessness is defined as a state in which individuals lack a fixed, regular, and adequate night-time residence. Poverty, lack of affordable housing, declining wages, lost jobs, the economy, foreclosure, decreased assistance programs, domestic violence, substance abuse, mental illness, single parenthood, etc. are some of the causes of homelessness in America. Some of the proposed solutions are: affordable housing and homeless prevention programs. However, there needs to be less energy focused on providing temporary housing for those who are homeless, and more focus on providing permanent, affordable housing. Homelessness is an issue that should concern all of us. With a decrease in this situation it would clear up the amount of people walking around on the streets and everyone would feel more comfortable traveling at night. If someone is homeless, it is a common belief that they are more inclined to criminal activity; therefore less homelessness could equal less crime.
