Political Conditions: The Republic of the Philippines is a Constitutional Republic and has three branches of government. The Executive, Judicial, and Legislative are laid out much like the United States’ (CIA WFB, 2012). The Philippine constitution was amended and re-ratified February of 1987 and has not changed since. (CIA WFB, 2012) The Philippine Government has strong ties with the United States and currently United States Army Pacific Command (PACOM) conducts joint operations with the National Army of the Philippines (NAP). The Government of the Philippines claims territorial rights over the Scarborough Reef which is also claimed by China and Taiwan, and over some of the Spratly Islands, which are also claimed by China, Malaysia, Taiwan, and Vietnam. (CIA WFB, 2012) The Government is also focusing efforts on the crackdown of drugs in the cities which are rising quickly, but the Police control outside of urban areas is limited.
Effect: With the Philippines strong ties to US, HUMINT Liaison and FORMICA operations would be strong and prevalent. Manila remains a tourist attraction and getting into, and out of the nation and AO would be widely unrestricted. CPP/NPA operates in the large cities and surveillance/Counter surveillance operations would be the norm. With the current political disputes, and government crackdown on drug trade, collectors PIRs would likely focus on interdiction of drugs, and weapons, based on the likelihood of it funding groups operating against the government. The need for Oversight as well as security when dealing with drug traffickers and financiers will play a major role in the limitations placed on collectors operating in the area.

In 1900, Senator Albert Beveridge, a Republican from Indiana, gave a speech in response to “The Philippine Question”. Beveridge was asked by senators and members of the House of Representatives to give a speech on the Philippines. At this time, the United States was in discussion of what the future steps would be after the Spanish-American War, which resulted in a win and subsequent acquisition of the Philippines. Senator Beveridge responded to the idea that the United States should stay in the Philippines for its available resources for the United States, its impact it gives the United States in the Pacific Ocean, and the destiny the United States has in spreading democracy. Senator Albert Beveridge makes a strong argument of why the United States should stay in the Philippines; his arguments of commerce, world powers, and race are all strong for the United States, but there is a strong resistance from the Filipino people and their vocal leader Emilio Aguinaldo.
Due to the fact that this area was constructed in colonial form, decolonization was attempted so that they could gain independent status. Once this started, these are when the challenges presented themselves. A sense of insurgency erupted and rebellion against the government occurred. The Muslim separatists and the communist rebels went against the government and challenged it. The problem was that Southeast Asia attempted to decolonize, but since the Americans won the Philippines from Spain in war they had their own rules. This caused problems between the both and mad an even bigger challenge for the regions of Southeast Asia to gain their independence. Among the short male figures outside the gates, is Hawaii (the men is carrying the Hawaiian flag) and Alaska. Around the 1950’s, the two states became part of America. Costa Rica is a small, democratic country, located in Central America. Nicaragua is to the north of Costa Rica and Panama to the south and it is surrounded by the Pacific Ocean to the west and the Caribbean Sea to the east. The country is very small, only about 32,000 square miles and is slightly smaller than the state of West Virginia (CIA, para. 2 2013). This beautiful country only covers about 0.03% of the earth’s surface, yet contains about 5% of the biodiversity in the world (Visit Costa Rica, para. 2). The climate is tropical and subtropical and has four volcanoes, two of which are still active (CIA, 2013, para. 2).
The Philippines was annexed because they needed guidance in leading their new nation. Owning our children is like the United States annexing the Philippines. The Philippine Islands our like children who are small and weak, but with the United States is like the parents that help the children grow and prosper into strong people. “That there was nothing left for us to do but to take them all, and to educate the Filipinos, and uplift and civilize and Christianize them, and by God’s grace do the very best we could by them, as our fellowmen for whom christ also died” (Doc C). Poverty in Developing and Less Developed Countries The world includes less developed countries and developing countries. Less developed countries are countries considered to be poor and often contain many people who are in absolute poverty. Developing countries are countries like India, which are gaining in wealth. There are two types of poverty within the world.
The drug problem in the U.S. and around the world is an important issue and seems to be a difficult problem to tackle across the board. The inflow of drugs has become one of the largest growths in transnational crime operations; illicit drug use in the United States makes it very difficult for nation states police and customs forces to get a handle on the issues. War on drugs, drug trafficking has long been an issue for the United States. There has been a proclamation of “war on drugs” for the past 44 years.
Over the years, the Philippines has gone from being one of the richest countries in Asia to being one of the poorest. It has experienced growth and development since World War II. The current administration under President Gloria Macapagal-Arroyo is aiming for a more rapid growth in the coming years. In 2004, the Philippine economy grew by 6.1% surprising everyone. In 2005, the Philippine peso appreciated by 6%, the fastest in the Asian region for that year. At present, the administration is meeting its expected target growth and is continually looking positive for the future.
The first inhabitants of the Philippines arrived from the land bridge from Asia over 150,000 years ago. Throughout the years, migrants from Indonesia, Malaysia, and other parts of Asia made their way to the islands of this country. In the fourteenth century, the Arabs arrived and soon began a long tradition of Islam. Many Muslims are still living in the Philippines today.
The constraints of poverty can cause a cycle of poor mental and physical heath (Dittmann, 2003). Poverty causes many problems for the people facing it up front everyday. Not only do they go without many necessities, they also face a tremendous amount of stress all the time. The amount of stress combined with the lack of necessities produces extreme health problems. Poor people have to deal with an unhealthy living environment that creates serious mental and physical health problems.
Poverty is rampant in Mexico. As the country rapidly urbanizes, large corporations take over many sources of income for the average citizen, leaving them with no way to support their families. Rural farmers (called Campesinos) take the biggest hit from this method of industrialization as corporations start large farms and put them out of business. (worldsavvy) Masses of penniless Campesinos migrate to the city in search of better opportunities. The cities do not have the resources to support the large number of Campesinos and their families flooding into them, and the workers end up in a situation worse than the one they left. When a typical Filipino thinks about the influences of the Spaniards, Religion and Christianity would immediately come to mine. Since without a doubt, the spreading of Christianity was their main priority of coming in the Philippines.
