After the Union victory in the Civil War, the South was still bitter and needed vast societal changes that matched those in the North. Reconstruction efforts were made to to make the regions more similar socially, politically, and economically; because despite the fact that they were on nation, the two societies were very different. There were still unresolved issues in regards to the status of former slaves and what system of labor should replace slavery. The first attempt was Lincoln’s Reconstruction and Amnesty Plan or the “ten percent” plan. The purpose was to re-admit ex-rebel states only if they abided by certain guildines and completed certain tasks: the ex-rebel states must emancipate slaves and ten percent of the voting population must swear an oath of layalty to the U.S. Radical Republicans felt as if Lincoln’s plan was too lenient towards the South, so the Wade-Davis Bill, which just outlines more rigorous and strict requirements for readmittion, was passed and pocket-vetoed by Lincoln. But after Lincoln’s assasination by John Wilkes Booth at the Ford’s Theatre, Andrew Johnson took his place and led reconstuction efforts. Johnson’s reconstruction plan, which was the second reconstruction attempt, was slightly different and slightly harsher; states had to ratify the 13th amendment, Confederate debt was repudiated, and Confederate leaders were disenfranchised. However, disenfranchised leaders could apply for a pardon from the president. The South’s opposition of the restruction plan influenced ex-rebel states to pass “Black Codes”. These “Black Codes” restricted the rights and behaviors of African Americans, forcing them into contract labor. This ignited segregation and violence; riots began throughout
