The foster care system intervenes and places youth in substitute homes when biological or primary caregivers are unable to deliver adequate care for their children. The foster care system is a federal service that aims to ensure safety, stability, and wellbeing to such vulnerable children (Valdez, Lim, & Parker, 2015). One study on former foster youth adults found that 90% of the participants had experienced at least one form of childhood maltreatment before entering the foster care system. According to Child Welfare Outcomes 2009-2012 Report to Congress, there were approximately 390,000 youth in foster care nationwide. California had the largest number of foster youth- 54,000 youth (U.S. Department of Health and Human Services, 2014). Of those foster youth, 21,000 resided in Los Angeles County, the highest number in any county in the U.S. (Number of Children in Foster Care, 2015). New York followed as 2nd state with highest number of foster youth. It had approximately 25,000 foster youth that year- less than half of that in California. One of the biggest misconceptions that we have in our country is that foster care is a great thing; well, it’s not. There are so many flaws in our foster care system to even consider it a good idea. With constant reports of abuse, depression, lack of stability, to even the terrible after effects of the foster care system, like homelessness and incarceration; the foster care system hurts more than it helps. Our foster care system is bad for America, but most of all, our children.
One other problem with foster care is that there are not enough homes available in the system. In America, there are roughly 400,000 kids in foster care, but only 3,000 foster homes (Rath). Thus, foster parents are often overrun by their children. This can also cause psychological problems for the parents, who must deal with dozens of kids—48% of whom have behavioral and emotional disorders (Heiger). As a result, foster parents are prone to accumulate aggression, which is what can lead to the common cases of abuse and

This paper will contain research done about foster care, including a brief history and progressing along to the system today. This research interested me because it is a professional career option after graduation. I found both positives and negatives about the foster care system that children and foster parents go through on a daily basis. As the paper progresses I will be explaining these positives and negatives in more detail. Throughout the paper I will be referencing different scholarly sources that explain foster care in different ways. Overall, this paper will show different aspects that the general public may never know about foster care.
Foster care has been around for many years and has evolved greatly throughout the years. America’s first foster child happened to be Benjamin Eaton in 1636 at the age of seven years old (NFPA 2012). This opened the nation’s eyes on an occurring issue with children. A minister, Charles Loring Brace started the free foster care home movement in 1856. Brace was a minister and directed the New York Children’s Aid Society (NFPA 2012). This was going toward the right direction with foster care and providing homes for these children. In the 1900s the first laws to prevent child abuse and neglect was issued. For example, the Social Security Act of 1935 was the first approved grants from the government for child welfare services (Facts on Kids in South Dakota 2007). Many potential adopted parents have experienced heartbreak, anguish and other problems that can be associated with adoption. There is an imbalance in the Nations foster care system and the system needs to be strengthening and the quality of services improved.
Before people decide if they want to adopt, they can become a foster parent. When children are not able to safely live with their biological family, Child Protective Services may become involved and place the child in foster care. Foster care is only a temporary living arrangement for the child, while the children's parents work to remedy the unsafe situation (Security,2014). What is foster care? Why do some people choose to adopt? What are benefits of adoption? How does the foster system work? These are questions often asked when people want to know what adoption can be like. Adoption is not something everyone is open to, but doing foster care and taking care of children from broken homes can change not just their life but the person caring for them. Many people seem to overlook the issues embedded within the foster care system; all it does is take care of children, right? Wrong. Many women who carry unexpected or unwanted children are left to decide between keeping the child, adoption, abortion and maybe foster care. Most of the time the decision is just between adoption and abortion. In that case, the mother is losing the child either way. Most of the time choosing adoption or foster care would be a better choice than abortion because the pregnancy would end by giving life instead of death. Adoption and foster care are an opportunity for people who wish to be parents, but are not able to have a child of their own to finally become parents or people who have children of their own, but want to add-on to their family.
