Malaysia has planned its growth by various strategic short-term and long-term development masterplans. Multimedia Super Corridor or MSC was established in 1996 which is a high-technology multimedia project administered by paperless government in a new code of Cyberlaws. MSC was set out by the fourth Malaysian Prime Minister, Tun Dr. Mahathir bin Mohamad on 12 February 1996. This program is one of the grand strategies and is profound device to embark on the ambitious journey towards realizing Vision 2020. This vision is a long-term planning to be a fully development country and knowledge-based society by the year 2020.
MSC Malaysia has targeted seven multimedia applications to develop the program. This flagship is used to drive the Malaysian economic development. The flagship application is for to entice a cluster of world-class companies to develop leading edge applications, products and services in the MSC area, thereby increase Malaysia’s productivity and competitiveness globally. The main content for the seven Malaysian flagship applications are electronic government, telemedicine, smart school, multi-purpose card, technopreneur development, research and development cluster, and Worldwide Manufacturing Webs. Each of this flagship application has its own role. Figure 1 is the logo of MSC.

2.0 MULTIMEDIA DEVELOPMENT FLAGSHIP APPLICATIONS IN MALAYSIA

...t. It has been launch by our fourth Malaysia Prime Minister, Tun Dr. Mahathir Bin Mohamad on 12 February 1996. It is set to be a fully developed country and knowledge-based society by the year 2020. MSC have three phase of activity which is Phase I (from 1996 to 2003), Phase II (from 2003 to 2010) and Phase III (from 2010 to 2020).
Today, there are over 3,000 MSC Malaysia status companies involved in the global supply chain offering high-value ICT products and services. Examples of the companies that involve are Global Sourcing (Shared Services & Outsourcing), Information Technology (Infotech), and Creative Multimedia (CMC).
Now, in 2013 is too early to judge whether MSC will be success strategy for Vision 2020. However, the success of this MSC story depends on others factor. If one of the seven flagship application fail to perform well, it will affect the other.
Multiple Sclerosis (MS) is a debilitating disease that affects approximately 400,000 Americans. It occurs two to three more times in women than in men and is most prevalent in women in their early thirties which makes researcher believe hormones play a significant role in developing MS. OECD has noted that Electronic government particularly refers to the use of the Internet as a tool to achieve better government (OECD 2003). Effective e-government seeks to achieve greater efficiency in government performance by making services easier to access, ensure accuracy, and improved efficiency (Almarabeh and Abu Ali, 2010). While government is still seen as inefficient, ineffective, or unresponsive and depriving citizens of abilities to engage in public affairs, e-government becomes a natural extension of the technological revolution that has accompanied the knowledge society by adding new concepts such as transparency, accountability, and citizen participation in the evaluation of government performance (Mohammad et al. 2009). E-government has the potential to increase transparency in public administration by making it easier to relay information of activities to those being governed (Drüke 2007). La Porte, Demchak, and De Jong (2002) also argue that a change in current management techniques to include more collaborative relationships can help government become more efficient, effective, and

The joint venture company between Masteel and KUB and called Metropolitan Commuter Network Sdn. Bhd(MCN) with 60% is owned by Masteel and the remain is by KUBThis project began in January 2011 and the proposal got approved by Johor state government in April 2011.
Basically, there are seven important Flagships Application that has been highlighted by the Multimedia Super Corridor to achieve the target and goals which is the Vision 2020. The Seven Flagship Applications are Electronic Government, Smart Card, Smart Schools, Telemedicine, Borderless Marketing Centres, World-wide Manufacturing Webs and Research and Development Clusters. The establishment of the MSC really helps a lot in the development of our country as well as working towards to achieve the Vision 2020. The launched of MSC help the companies to widen their ability and try new strategies. It is also create a lot of new opportunities for companies and develop our country and make Malaysia become a well-known country.
With regards to Malaysian Patent Application Requirements, the applicant has to file the patent with the Intellectual Property Corporation of Malaysia (MyIPO), in Kuala Lumpur, or at the branch offices located in Sabah and Sarawak. According to information available in MyIPO website, any person or a company may apply for a patent by applying for an application for standard patent. The life time for standard patent is 20 years. While every case is different, patent application generally consists of two phases. The first phase is the patent application submission to MyIPO.

The third stage of this evolution provides online transaction services such as license renewal, permit applications and tax payments. MSC Malaysia's vision is to transform Malaysia into a country-driven knowledge-based society by the new economy. With this commitment, MSC Malaysia is committed and determined to lead this transformation through ICT via the development of socioeconomic development.
