The U.S. Constitution Preamble lists the government’s five goals for filling the needs of the citizens. The current U.S. budget is not allocating its funds to meet the goals listed in the Preamble as well as it could be. In each of the three budget clusters, the U.S. government should make adjustments in the way it is distributing money: changes involving The Big Five, changes involving The Middle Five, and changes involving The Little Guys. The Big Five is the largest cluster in the Federal Budget, consisting of 82% of the budget. “The Big Five distributes money to Medicare and Medicaid, social security, defense, safety net programs for the poor and elderly, and interest on national debt”(Document C). The Little Guys consists of Natural Resources, General science, Energy, FBI, and National Park service. “The General Science category is allocated $31 billion while the Energy category is allocated just $23 billion” (Document E). The General Science category “administers NASA and the National Science Foundation” (Document E) which focuses on exploring space. Exploring space does not benefit the people of the U.S., it only satisfies the curiosity of the people in government. The Energy category “focuses on developing clean energy alternatives to oil and coal; securing nuclear waste and nuclear stockpiles”(Document E). Securing nuclear waste is necessary in insuring the safety of the people. Keeping citizens safe satisfies the goal in the preamble “to promote general welfare.” Exploring space is not a necessity in keeping the American people safe. Consequently the General Science can take a cut of at least $5 billion and add it to the Energy category since there is no immediate need for exploration of
