The freedom of press, which specially protects press as an industry, grants the industry right to publish newspapers, magazines, and other printed matter without governmental restriction and subject only to the laws of libel, obscenity, sedition, etc.

In the Sino-British Joint Declaration, it was stated that Hong Kong would not practise socialism but the capitalist system introduced by the British government and its way of life would remain unchanged for 50 years under the “One Country Two System” introduced by Mr. Deng Xiaoping. Hong Kong shall enjoy different kinds of freedom; one of them is the freedom of press, for at least 50 years after the handover (i.e. 1997-2047). The freedom of press is also granted to Hong Kong citizens in the Basic Law article 27 “Hong Kong residents shall have freedom of speech, of the press and of publication; freedom of association, of assembly, of procession and of demonstration; and the right and freedom to form and join trade unions, and to strike”
