The role of police in their communities and society as a whole, is an interesting and unique position. They are citizens that are responsible for policing fellow, equal citizens and are the extensive arm of the government. Police are required to enforce laws set by the state, regardless of the effectiveness or rationality of the laws and any negative consequences they cause. These consequences often result in racial disparities in the criminal justice system between blacks and whites or an unequal concentration of poor Americans in police interactions. With such apparent injustices, it shouldn’t be a surprise that people of races that are disproportionately involved in the criminal justice system are uneasy and distrusting with the police, which in turn makes the police equally uncooperative. Over fifty years later, allegations of injustice remain at the forefront of our nation’s discussions regarding unnecessary shootings, excessive use of force and alleged unprovoked violence towards black males in disproportionate amounts to white males. There is little dispute that police use excessive force in certain situations; however, through research and examining statistics can we determine if there is actual bias in policing, whether such bias plays a role in the use of force in encounters with black males, or if the use of force is actual proper police technique with no application to the race of the arrestee?

According to Dr. Carl S. Taylor, the relationship between minority groups and police in the United States has historically been strained. Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. The feeling in many communities today is that the system pits law enforcement as an occupying army versus the neighborhood. In 2014, the death of Eric Garner in New York City raised controversial conversations and highlighted the issues of race, crime, and policing in neighborhoods that tend to be poor and racially isolated. Garner, an unarmed black man, was killed after being tackled and held in a “chokehold.” According to the AP Polls in December 2014, “Police killings of unarmed blacks were the most important news stories of 2014.” The problem is that young black men are targeted by police officers in which they have responded with the misuse of force and policy brutality. It is evident that this issue affects many people nationwide. The civilians do not trust the police department and the justice system because they hold the perceptions that police officers are immune from prosecution despite their actions. In particular, black individuals, specifically black males, do not feel safe in the presence of police officers because they are not held accountable for their mistakes.
In America, police brutality affects and victimizes people of color mentally and socially. Social injustice has become a major issue, which involves the principle of white supremacy vs minorities. The current police brutality that has been occurring is culturally disconnecting ethnicities from one another. According to Cincinnati Police Chief Jeffrey Blackwell, “.the cultural disconnect is very real; you have the weight of generations of abuse on African Americans,” (Flatow, 2016). For example, over the past four years, there have been countless acts of police brutality.
Undoubtedly race and ethnicity plays a key role in whether perceptions of law enforcement is positive or negative. Most of the research presented finds that police contact with white’s vs blacks shapes their attitudes. Although contact with police plays a role, it is not the only component. Perceptions of police not only come from contact with police officers but from hearsay and media portrayal. As stated by (Callanan & Rosenberger, 2011) “most citizens are probably not likely to establish their opinions of law enforcement solely based on an occasional encounter, but also from other sources of information about the police, which for most members of the public is chiefly derived from the media.” Also, minorities are more likely than whites to believe that minorities are treated worse by police, and minority communities receive inferior police services (Graziano, Schuck & Martin 2010).
The negative views of everyday people often make work hard for officers, adding more stress to their careers. The general public regularly criticizes officers for using excessive force and brutality, especially when a police officer ends up killing a suspect or criminal. Oftentimes, especially when a white police officer shoots a citizen of a minority race, the general public is quick to find faults in the officer, blaming the officer for being racist. However, cold, hard statistics show that the majority of police officers are, in fact, white, and the neighborhoods in which these officers are placed in tend to be high-crime areas with many minority citizens living there (Miller “When Cops Kill”). In addition, people might say that a citizen who was shot was not armed; however, almost anything close to the shot individual could have been turned into a deadly weapon that he or she could have used to wound or kill the officer involved. Whenever officers are in this position, the natural reaction is to defend themselves. Everyday, police officers confront the most aggressive, immoral, and sick-minded individuals of society. Officers jeopardize their own lives every time they report for work. Officers witness things that no person should ever have to encounter. They see the most horrific and gruesome scenes that the general public turns away from and
A Critical Assessment In defining police ethics, ethical policing and police ethics are not synonymous or interchangeable connotations to or for one another. Aside from establishing a police role independently from establishing any definition of ethics or police ethics, the semantics tend to complicate the defining process. Some of these complications include, but are not limited to, sociological aspects, psychological conditions, or philosophical reasoning. Examples of sociological complications include historical, political, cultural, or economic aspects. Some psychological examples include one’s ability to discern sociological implications from other implications; namely, the condition of post-traumatic stress disorder, hydrophobia, or even weary dreams. Young people and the police have, for many years, experienced a tense and confrontational relationship (Borgquist & Johnson et al., 1995). This has led to a great wealth of literature based upon the notion of police-youth interaction. Much of this literature has tended to focus upon juvenile criminality and the reasons why young people commit such seemingly high levels of crime. Whilst the relationship between young people and the police force has been widely theorised and explained, there is very little literature on juvenile attiudes towards the police. Research that concerns societies attitudes towards the police force tends to focus upon the views and opinions of adults (Hurst and Frank, 2000). In this first section of my literature review I am going to focus upon work that allows us to gain a deeper understanding of why young people are so important when looking at crime. This section will allow us to comprehend the ways in which, literature suggests, young people view the police. This knowledge will provide a basis for my research in which I look more specifically at youth attitudes towards PCSO’s.
The lack of training police officers is causing unnecessary incidents, is it true? Does the lack of Critical thinking, values, Ethics and Understanding the role as a police officer contribute to hire number of incidents? In order to have effective policing I believe integrity and ethics play a huge part in helping build trust within communities. Sound conduct by police improves community interactions, enhances communication, and promotes shared responsibility for addressing crime and disorder. There are three ways that police departments can strengthen community relationships just by training officers about procedural justice, bias reduction, and racial reconciliation. If we implement these concepts, we can create an environment in which effective partnerships between the police and citizens can flourish.
In my opinion, the many different views of police culture can vary in many different situations. I say this because of the many different views this can be misleading at times. I think what's needed is reform of a police culture that has often infected relations between police and blacks, destabilized respect for cops and the law, and set the basis for the many deaths. The overall image of the police offers is an overview of the public’s perception of the police in reality. Without the public’s view of this police culture wouldn’t have the look it has now. The future of policing is fairly clear in what direction it is heading. It has been slowly reforming to meet the needs of the people, reduce crime, and make policing more efficient. Some of the reforms that will probably take place in the future include, better educated police officers and police managers, consolidation of police departments to save on money and resources, upgraded technology, race and gender equality, better testing techniques to recruit and promote within the department, and improved proactive planning techniques. One of these proactive tools that will surely become more widely used and implemented better is community policing. It has been evolving since its first introduction into the police world and will see more reforms in the future. Compstat should also become more widely used by almost all police departments to make those in charge more accountable and for improved crime mapping.
Police officers are a sign of protection, safety and justice. Their presence around a community is to help establish the feeling that the community is under watch all the time, helping some feel at ease, while making others feel tension and hatred. The past activities of a police force have left everlasting impressions in some people’s minds, making them feel that the police is out to get them, not help them, then pushing these feeling of animosity onto the next generation. This type of behavior is a continuous chain reactions, making the police out to be the bad guys, making the police work harder to prove that the past does not define the present or the future.
