Although an individuals is not smart, He speak at least one language . Further , This language has been learned by people surrounding .People can hear and talk there mother language constantly. Therefore, people who are living in England can talk in English fluently even if they did not attend classes because the surroundings and environment enhance the people to hear the language always .However, there are some individuals who went another countries to study but did not learn new languages as they are not practicing the new language .it is necessary to go another country to learn or speak fluent English. If anyone want to speak English fluently, they have to make rules for the friend and family that they practice and talk only in English language.
