Over the years, academics in various disciplines have examined the political, economic and communication factors that make it easier or difficult to engage people as active members of community life and participants of civil society (Verba, Schlozman, & Brady, 1995; Kim & Ball-Rokeach, 2006). From a communication discipline perspective, engaging people as active participants in their neighbourhoods, is a function of how news about the neighbourhood is shared by a network of residents, neigbourhood-based organizations, local media and mainstream media (Wilkin, 2005; Katz, 2007; Wilkin, Ball-Rokeach, Matsaganis & Cheong, 2012). Importantly, the coverage of neighbourhood news is crucial to achieving civic engagement in any community, because it assists individuals transcend their own personal concerns and embed themselves in the larger environment (Wilson, 2001). Communication is an important factor in unifying and involving individuals in the national political system, economic and development programmes in their area. It is also a veritable tool for constructing and reconstructing discourses about community identity, issues and action strategies (Kim and Ball-Rokeach, 2006), by providing a platform for people to be involved in matters that affect them. In the 21st century, it seems not very many people are concerned with being involved in their community. Some feel that they are too busy in their everyday lives, while some may not know what it means to be an engaged citizen. Being an engaged citizen does not have to be time consuming or difficult, but it does require an effort. One must actually be engaged in their community to truly be considered an engaged citizen. This purpose of this essay is not to express superiority held by an involved citizen over an uninvolved citizen. It is simply to inform readers of the aspects a citizen must have in order to be considered engaged in their community.

Activities and philosophies that advocate for the connecting of communities with socially sentient beliefs and actions is what have come to be referred to as civic engagement. They are thus individual or collective actions aimed at addressing issues that are deemed to be of public concern. They can be manifested in many ways including; public service, civil activity, service-learning, crusading and advocacy to mention but a few as the list is endless.
People find their selves busy with normal daily lives they are still contributing to the community. But, people are going out and volunteering in their communities in many ways such as serving in community outreach programs, feeding citizens that are less fortunate, religious outreach programs, and working with the youth. In fact, the communitarian view emphasizes that citizens working together and understanding one another in the community may be as important as voting in local elections (Dye & Macmanus, 2015). Therefore, participation in local governments may not be what you would expect, but it is still essential to the community.
There were several things that the researcher hoped to observe during this study. One of those was evidence that the community residents recognize their potential that they can have power. The researcher was convinced that the constituents wanted more than being a disenfranchised people but to become empowered members of their community.
A community in real time and place exhibits longevity, an interdependence based on common interests, daily concerns, mutual obligations, norms, kinship, friendship, loyalty, and local knowledge, and real physical structures, not just shared information. Voluntary associations of conversation are needed in a community, but people do not participate enough in religious affiliations, fraternal organizations, or in communal gatherings (Driskel, Bateman, and Lyon). Communal conversation serves very important purposes: it engages the members of that community and gives members an opportunity to express ideas that could benefit that community. Communication is one of the most important factors in our lives. It dictates the relationships formed with the individuals in personal and professional lives. Effective communication provides a foundation for trust and respect to grow. It also helps better understand a person and the context of the conversation. Individuals often believe that their communication skills are much better than what they actually are. Communication appears effortless; however, much of what two people discuss gets misunderstood, thus leading to conflicts and distress. To communicate effectively, one must understand the emotion behind the information being said. Knowing how to communicate effectively can improve relationships one has at home, work and in social affairs. Understanding communication skills such as; listening, non-verbal communication and managing stress can help better the relationships one has with others.
Community engagement is where the community is empowered to apply its’ collective skills and resources to increase its’ level of influence and control. In health terms, this might be to improve the community’s health needs and address the local determinants of health.
Community engagement will be made through a variety of different formats to ensure that each social, religious, sex and age group is engaged in the process. Traditional methods of engagement such as leaflets and mind mapping sessions will feature as part of this process where residents and local business can suggest new ideas and give us feedback on the neighbourhood plans findings. Information boards will be erected along the main route in Rusholme to inform passers-by as well as residents in order to engage the widest possible audience that has a relationship with the area. Finally, social media will play a crucial role in informing residents on sites such as Twitter and Facebook where it can access Rusholme community groups, Greater Manchester special interest groups and create an early online presence for the Rusholme Neighbourhood Plan.
A Community can be defined as a group of people who don’t just live in the same area, but also share the same interests, experiences and often concerns about the area in which they live. Often when individuals have lived on a street or in an area for a while they become familiar with each other and the issues surrounding them. Children often attend the same schools and grow up together, again sharing similar experiences. In some instances adults may work together, and quite commonly all community members will share the same doctors, dentists, hospitals, health visitors and other public services and facilities.
