Issues concerning that of art are always started by the uprising of the viewer. Artists have been making art for thousands of years, inspiring the rest of the world, but in most recent terms of art, there have been multiple instances of art viewers trying to restrict what the artists can make. For too long artists have been to blame. Whenever an art piece is considered bad, it is about the viewers subjective experience. Who is to really decide whether a work of art is good or bad? It sure as hell isn 't just one persons’ decision, so is it a group of people, with an outweighing majority of what they believe in? Artists have the sole determinant of their work, because they know their work inside and out, and whether or not it has attained the goal they set for it. However, everyone will have their own perceptions on art, determining whether it was good or bad, or if it is of value to them or not. As an aspiring artist, who has been a part of the criticism artists receive, along with education of the history behind government funding artists, I believe the NEA should increase its funding. Art is an expression of emotion and imagination. An artist puts their desires into their work, a message, a purpose, whatever their intent is, they do art for a reason, usually reaching out to a specific audience. Although I do not believe people have the right to decide whether artwork is good or bad, everyone has their opinion of liking or disliking a piece. Finding value revolves around the experience the viewer or artist goes through while working on, or viewing the art. Individually, art can motivate, inspire, or be a release of emotion. “The ability to do something—the power to achieve, rule, invent and create—is founded upon an individual’s belief that he or she has the right to do it. An individual must have faith in his or her ability, and then, most important, there must be access to the arenas of achievement and power.” (Staniszewski 128). Impact from art is needed to help make people recognize the ability they have, art opens peoples minds to what they are capable of, exposing hidden emotions and talents. Although the experience will be different for everyone, the value behind the piece is important. Finding value in art is the primary reason art is as popular as it is. Art allows the chance for people to escape what they are going through, or possibly amplifying the situation they are going through, creating a connection to the art, either way producing a reason to have art, and with every person being different, all kinds of art is needed to apply this experience to the whole population.
