I.C.E Immigration and Customs Enforcement often referred to as I.C.E is an elite agency under the branch of Homeland Security formed in 2003 in response to the attacks on 9/11. When the Florida Department of Law Enforcement (FDLE) decided that their system of communication needed a revamping they upgraded the existing system to CJ Net. The CJ Net is a backbone communications network for Florida's criminal justice agencies. This network builds on the foundation of the Florida Crime Information Center (FCIC) telecommunications network. Funding provided in recent years to re-engineer the FCIC network was used to convert then currently connected agencies (primarily law enforcement agencies such as Sheriff's Offices and Police Departments) from the point-to-point, digital network to a new frame relay transport service offered through the State's Division of Communications. In “The Border Patrol State” Leslie Silko makes accusations of the border patrol’s mistreatment of American citizens of Mexican decent, making the argument with almost evidence. The United States Marshal Service created a program which began in 1955. The US Marshals Service Justice Prisoner and Alien Transportation System (JPATS), is responsible for handling prisoners. This is also commonly referred to as “Con Air.” Prior to this program, transporting prisoners was very complicated. To transfer a prisoner to far distances, a blockade of Marshals had to accompany a single prisoner on a commercial airline. Mexico has a long history of cartels the deaths, drugs and weapon trafficking is in all time high increasing year by year. “Mexico's gangs have flourished since the late 19th century, mostly in the north due to their proximity to towns along the U.S.-Mexico border. But it was the American appetite for cocaine in the 1970s that gave Mexican drug cartels immense power to manufacture and transport drugs across the border. Early Mexican gangs were primarily situated in border towns where prostitution, drug use, bootlegging and extortion flourished” (Wagner). They keep themselves armed and ready with gun supplies shipped from the U.S, taking control of the drug trades. The violence is spilling so out of control that they overthrew the Mexican government.

He fears their presence because he knows that if he is caught he will be sent to one of the many overpopulated prisons in America. There he will struggle with doing everyday tasks due to the enormous numbers located within the prison walls. Prison overpopulation should be an utmost priority on every individuals concerns due to the fact that with this massive increase it negatively affects our legal, social, and economic environment.
Border Patrol The U.S. Border Patrol to me is very important to the United States of America and to me as well. Without the Border Patrol, America would be a goat standing in the middle of a wolf cage. The Border Patrol and their agents border the boundaries of America so we can be safe in our homes. Unlike a menial position at your local Walmart, a position at your local prison is admirable and moderately difficult to land, hence one has to be prepared and qualified to take on the duties expected of them if they aspire to land a job as a correctional officer. To do so, I will attend the law enforcement program at BOCES, a vocational school connected to the school in which I attend. And post high school, I intend to apply to the State University of New York at Canton. While attending SUNY Canton, I’ll earn an AAS in criminal justice.

After the terrorist attack that took place in September 2001, President Bush and his advisors implemented The Patriot Act. Tracey DiLascio explains, “The Patriot Act is complex, but its major provisions act to improve coordination and communication between government intelligence agencies, removing unwieldy and unnecessary legal barriers between different federal offices and allowing vital investigations to proceed with greater ease and efficiency.” Their idea was to ensure that all intelligence agencies would communicate in a way that would keep America safe. “Steps to prevent events of the scale of those that took place at the World Trade Center and the Pentagon on September 11, 2001, began to fall into place almost immediately...The first outline of a proposal for what would eventually become the USA Patriot Act was drafted just days after the attacks.” (DiLascio) Due to past terrorist attacks, the TSA has implemented security measures in the airports they occupy. “Following September 11, 2001, the Transportation Security Administration (TSA) was created to strengthen the security of the nation’s transportation systems and ensure the freedom of movement for people and commerce.” (TSA website) These measures include full body scanners and pat downs.
Over the years the men and women that risk their lives by boarding planes under a false identity to protect us have been called many things. The names range from simple, “Sky Marshal” to more complicated “Civil Aviation Security Liaison Officers.” No matter what they have been called through the years one thing has always stayed the same. The United States Federal Air Marshals have always been a group of our finest law enforcement officers that give up the luxury traditional police work to sit next to crying babies and old talkative ladies all day. They do this with one goal in mind, to keep the airways safe for private citizens to enjoy the luxury of travel. “The history of the air marshals is closely rooted with the history of hijackings and bombings targeting commercial aircraft. Some of the bombings and hijackings throughout history had more of an impact than others on Federal Air Marshal tactics, manpower and security procedures. These events and the responses of those in civil aviation and the US government are essential to understand the need for air marshals as a last line of defense.” (Biles, 2013) With the rise of crime in the aviation sector the US government has gone to the Federal Air Marshals more times than not for protection of its citizens. It has not always been easy for them and they have not had the best funding around but as you will see throughout this paper, The US Federal Air Marshals have always answered when called upon.
Furthermore, another concept depicted in The Devil’s Highway is “The U.S.-Mexico Border as a Place of Danger” which is found in chapter five of Governing Immigration Through Crime. This concept describes the danger of the border for immigrants, invasion and increased the form of patrol and technology to fight illegal entry. This concept describes how immigrants are coming to the United States and it is viewed as an invasion. According to Dowling and Inda (2013), an invasion is interpreted as “a metaphor that evokes a sense of crisis related to an attack on the sovereign territory of the nation. Correctional Officers are a very important part of the Justice System because it keeps high profile criminals off the street and locked up even before they are proven innocent or guilty. The Correctional Facility in many ways is a lot like a jail, from what I saw when I toured the new Pre Trial Centre in Port Coquitlam. There are large thick metal doors to lock them in at night. Each cell contains a small bed, a desk and shelf, a sink and a toilet. The one thing I found interesting was at the new Pre Trial Facility in Port Coquitlam each cell had a window, which I thought was a little too much for criminals but I guess they are innocent until proven guilty. As this is a NEW facility and it has some nicer things than the older centres.
